About the assignment:

The assignment for experts in the Bulgaria project encompasses providing advisory support for the National Pediatrics Hospital’s development. It involves tasks like health services planning, facility design, and medical equipment expertise, aiming to align the project with modern healthcare standards and effectively meet pediatric healthcare needs in Bulgaria. 

The project, starting in April 2024 for 9 months, will be conducted remotely, with necessary meetings and site visits in Sofia, Bulgaria. Roles require extensive healthcare sector experience, particularly in health services demand and supply analysis, hospital planning and design, and medical equipment planning and procurement.

Project Description: Advisory support for the development of the National Pediatrics Hospital in Bulgaria, focusing on capacity planning, functional program, equipment planning, project management, and procurement strategy planning. This involves comprehensive planning and design support, ensuring the hospital meets modern healthcare standards and serves pediatric healthcare needs effectively.

Key Expert Profiles:

Key Expert 1: Senior Health Services Planner (Category II):

Qualifications

  • Master degree level (or equivalent qualification) in a relevant discipline, such as medicine, nursing, statistics with further specialisation (e.g certificate) in health services planning, public health, epidemiology or health management (minimum criteria)

General professional experience

  • At least 10 years of international experience in the healthcare sector, particularly in elaboration of healthcare services demand and supply analysis or service capacity planning at national or regional level. (minimum criteria)
  • Demonstrated experience and familiarity with dedicated health services planning tools and instruments (i.e. software applications and platforms) in at least 2 projects. (minimum requirement)
  • Demonstrated experience in collaborating with an architecture / engineering firm for the identification and definition of the input elements for the planning and design in at least 2 multi-specialty hospital projects. (minimum requirement)

Specific professional experience

  • Participation in a health services capacity master plan for a public entity is an advantage
  • Practical experience as a manager or key executive in a multi-speciality hospital medical direction department, participating to the elaboration of the medical programme is an advantage
  • English language (CEFR C1)

  Key Expert 2: Senior Health Facility Designer (Category II):

Qualifications

  • Master degree level (or equivalent qualification) in a relevant discipline, such as engineering or architecture, with further specialisation (e.g. certificate) in health facilities planning and design and/or hospital architecture (minimum criteria)

General professional experience

  • At least 10 years of international experience in the healthcare sector, particularly in design (up to detailed / execution design stage) of hospitals. (minimum criteria)
  • Demonstrated experience of which at least 3 projects in the last 5 years as lead health facility planner in a multidisciplinary team. (minimum requirement)
  • Demonstrated experience in the elaboration of functional programs / design briefs for at least 2 hospital projects. (minimum requirement)
  • Demonstrated experience participating in different roles in the planning and design and implementation / construction (start to end) of at least 2 multi-specialty hospital projects, which include the coordination and integration of the preparatory technical studies, architectural design, mechanical electrical and plumbing (MEP) installations and systems design, medical and non-medical equipment plans (minimum requirement)
  • Experience and familiarity with healthcare facility planning and design tools (dedicated software applications, solutions or platforms) is an advantage.

Specific professional experience

  • Experience in planning and design and/or construction or certification of energy-efficient/green buildings (e.g. NZEB, LEED, BREEAM, etc.) is an advantage.
  • Experience and familiarity in the utilization and management of Building Information Modelling tools and process management platforms is an advantage.
  • English language (CEFR C1)

Key Expert 3: Medical Equipment Expert Category II:

Qualifications

  • Bachelor’s degree level (or equivalent qualification) in a relevant discipline, such as engineering, with further specialisation (such as master or certification) in biomedical engineering or clinical engineering or health facilities equipment planning (minimum criteria)

General professional experience

  • At least 10 years of international experience in the in the equipment planning, procurement and management for health facilities, of which at least 3 projects in the last 5 years as medical equipment planning expert in multidisciplinary design team for hospital projects (minimum criteria).

Specific professional experience

  • Demonstrated experience participating in different roles in the various stages of the medical and non-medical equipment component coordination, of at least 3 multi-specialty hospital projects, which include the equipment planning, procurement, pre-installation works, installation activities, testing and commissioning, training of users and technicians. (minimum requirement)
  • Demonstrated experience and familiarity with health facilities equipment planning tools (dedicated software applications, solutions and platforms) in at least 2 projects. (minimum requirement)
  • Experience in equipment public procurement (technical specifications, tendering arrangement, procedures selection) for hospitals is an advantage
  • Experience within technical department teams in multi-specialty hospitals for equipment installations and maintenance management is an advantage
  • English language (CEFR C1)
