The intended start date for the project is 01/09/2024, and the contract’s implementation period will extend over 14 months from this date.
The primary place of operation will be the home based and of the proposed countries for the workshops. Travel within Bulgaria, Croatia, Czech Republic, Estonia, Finland, Hungary, Latvia, Lithuania, Portugal, Slovakia, Slovenia, Spain, Poland, Romania may be necessary.
About the Assignment:
Seize the opportunity to play a pivotal role in enhancing the investment capabilities of European Universities. This project offers a platform to apply your expertise in a dynamic and collaborative environment. Based in multiple EU countries, with potential activities extending throughout these nations, you will drive crucial initiatives in higher education investment and infrastructure development.
Project Description:
Funded by the European Investment Bank (EIB), this vital initiative is designed to bolster investment capabilities in higher education and public research infrastructure. The project aims to support universities in overcoming structural weaknesses, improving competitiveness, and ensuring sustainability. The overarching goal is to extend advisory support to address sub-optimal investment situations, thus enhancing the capacity of universities by providing support through project advisory and capacity building.
Expert Profiles:
- Key experts
1.1. Key Expert 1: Education Economist (Category II)
- Qualifications and Skills (Minimum requirements):
- At least a Bachelor’s Degree (or equivalent professional qualification) in a relevant field (e.g., economics, finance, business administration, education or related disciplines).
- Working command of the English language (CEFR C1).
- General Professional Experience (Minimum requirements):
- At least 10 years’ experience in the education sector.
- Specific Professional Experience (Minimum requirements):
- In-depth analysis, knowledge, and understanding of European trends in higher education, as evidenced by at least 5 projects.
- Previous experience in advising projects with universities or education institutions for loan applications to international financial institutions, as evidenced by at least 5 projects.
- Sound knowledge of the education sector and experience in corporate finance and banking, preferably with a focus on public institutions, as evidenced by 3 assignments.
1.2. Key Expert 2: Financial Expert (Category II)
- Qualifications and Skills (Minimum requirements):
- At least a Bachelor’s Degree (or equivalent professional qualification) in a relevant field (e.g., economics, finance, business administration, education or related disciplines).
- Working command of the English language (CEFR C1).
- General Professional Experience (Minimum requirements):
- At least 10 years’ experience in corporate finance, banking, and/or investments.
- Specific Professional Experience (Minimum requirements):
- In-depth analysis, knowledge, and understanding of European trends in higher education, as evidenced by at least 5 projects.
- Previous experience in advising projects with universities or education institutions for loan applications to international financial institutions, as evidenced by at least 5 projects.
- Sound knowledge of the education sector and experience in corporate finance and banking, preferably with a focus on public institutions, as evidenced by 3 assignments.
- Non-Key Experts
Non-key experts will be supported by experts holding expertise and experience complementary to that of the key experts identified above. The profiles include:
- Education Economist
- Public Higher Education Specialist
- Architect
- Experts in the Education system in several EU countries (for example, Romania, Bulgaria, Croatia, Spain, France)
- Any other profile that is needed for the performance of the above activities and success of the assignment.
