The project is scheduled to commence in January 2025 and will continue for a period of 36 months.

The main activities will be conducted in Skopje, North Macedonia, with possible travel to other locations within the country as required by the project’s needs

About the Assignment:
This critical role offers a unique opportunity to contribute to enhancing the Public Finance Management system in North Macedonia. The project is designed to improve fiscal discipline, allocate resources strategically, and enhance public financial controls, thereby supporting the country’s ongoing efforts to align with European Union standards.

Project Description:

Funded by the European Union, this vital initiative aims to strengthen the governance and operational efficiency of public financial management systems in North Macedonia. The project’s overarching goal is to enhance fiscal discipline, strategic allocation of resources, and internal financial controls to promote improved public service delivery and align with EU practices.

Expert Profiles:

All experts involved in the project are expected to demonstrate excellent communication and analytical skills. They should have the ability to work effectively within teams, showcasing strong collaborative capabilities. Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint, is essential. Additionally, key experts must possess excellent written and spoken English skills.

1.1. Key expert 1 PFM Monitoring Expert/Team Leader

Engagement: Part-time, minimum of 150 working days. KE1 may be allowed to work outside the place of assignment for specific tasks that don’t require direct interaction with beneficiaries, like drafting documents and handling overall coordination

Qualifications and skills (Minimum requirements)

  • University degree in Economics or Law or Public Policy or Public Financial Management or in its absence, four (4) years above the minimum general professional experience.
  • A master’s degree in a relevant field is considered an asset.

General professional experience (Minimum requirements)

  • At least 10 but preferably 12 years of professional experience in Public Financial Management and/or budget transparency assessments and/or public sector reforms.

Specific professional experience (Minimum requirements)

  • Minimum of 5 years of experience in formulation and/or monitoring and/or implementation of PFM reform programmes and/or development of action plans.
  • Experience in at least 2 projects for monitoring and assessing eligibility criteria in EU funded Budget Support programmes.
  • Experience in at least one EU funded project as Team Leader.
  • Key expert 2: Public Internal Financial Controls (PIFC) Expert.

Engagement: Part-time, minimum of 240 working days.

Qualifications and skills (Minimum requirements)

  • University degree in Economics or Law, or Accounting, or Public Financial Management, or in its absence, four (4) years above the minimum general professional experience.
  • Certified Internal Auditor according to International Standards is an asset.

General professional experience (Minimum requirements)

  • At least 10 but preferably 12 years of professional experience in Public Financial Management and/or public sector reforms.

Specific professional experience (Minimum requirements)

  • Minimum of 5 years of experience in design and/or implementation of Public Internal Financial Controls reforms.
  • Experience in restructuring of internal audit units and certification programmes of internal auditors is an asset.
  • Experience in EU Member States and candidate countries/potential candidate countries for EU accession will be an asset.

 

  • Key expert 3: Capacity Development Expert Public Finance Management.

Qualifications and skills (Minimum requirements)

  • University degree in Economics, or Law, or Education, or Public Financial Management, or in its absence, four (4) years above the minimum general professional experience.
  • A master degree in a relevant field is considered an asset.

General professional experience (Minimum requirements)

  • Experience of at least 10 but preferably 12 years of professional experience in Public Financial Management and/or public sector reforms.

Specific professional experience (Minimum requirements)

  • Minimum of 5 years of experience in formulation and/or implementation of capacity development programmes related to Public Finance Management.
  • Experience in at least 1 project involving the establishment and development of a Public Finance Academy will be an asset.
  1. Non-Key Experts

Non-Key Experts will be engaged as required to support various components of the project. Their involvement will be crucial in supplementing the core capabilities of the Key Experts by providing specialized knowledge and skills in various areas of public finance management.

Profiles of Non-Key Experts:

  • External Audit and Legislative Scrutiny.
  • Public Investment Management and Public Procurement.
  • Budget Reforms, Treasury, and Cash Management.
  • Macroeconomic Forecasting and Modelling.
  • Public Asset Management and Debt Management.
  • Tax and Customs Administration.

Specific Expertise Requirements:

  • Senior Experts: Typically having at least 10 years of relevant professional experience with substantial international exposure. Their expertise will be instrumental in delivering high-quality outcomes for the project.
  • Junior Non-Key Experts: Must have a minimum of five (5) years of general professional experience. Specifically, they should possess at least three (3) years of experience directly related to their area of expertise within the project’s scope.
