The intended start date is March 1, 2025. The project will extend over 36 months.

The primary operational base for this project is Yangon, Myanmar, where the Key Experts are expected to be based. However, due to the dynamic nature of the project and regional considerations, some travel within Myanmar, to Europe, and Southeast Asia may be required. Should security or other pressing circumstances dictate, arrangements can be made for at least one Key Expert, preferably the Team Leader, to be stationed in Yangon, with the possibility for the other two experts to operate from locations in Europe and/or Southeast Asia as needed.

About the Assignment:
This pivotal initiative, funded by the European Union, is designed to enhance the strategic communication and public diplomacy efforts of the European Union Delegation to Myanmar. Amidst the ongoing socio-political challenges following the 2021 military coup, this project aims to bolster the visibility and impact of EU actions, promote democratic values, and support civil society and human rights in Myanmar. By emphasizing the impact and added value of EU actions, the project seeks to position the EU as a key partner of reference, enhancing perceptions among local and international audiences.

Project Description:

Since the opening of the EU Delegation in Yangon in 2013, the EU has been a crucial supporter of Myanmar’s democratic transition and development. The project will focus on two main components: Strategic Communication and Public Diplomacy. Through these components, the project will implement a variety of activities designed to increase awareness, understanding, and support for the EU’s roles and actions in Myanmar. This includes managing communication strategies, crafting public diplomacy campaigns, engaging with media, and conducting outreach activities both within Myanmar and towards European audiences

Expert Profiles:

  1. Key experts

Key Expert 1: Team Leader – Communication Strategist (450 days)

  • Qualifications and Skills:
    • Master Degree in communication, marketing, public relations, media, journalism or another related field; OR in the absence of a Master’s, an undergraduate degree in one of the above mentioned disciplines, with an additional at least 3 years professional experience on top of the professional experience required below; OR in the absence of an undergraduate and Master degree in one of the above mentioned disciplines, at least 6 years professional experience on top of the professional experience required below;
    • Excellent written and verbal communication skills in English (C1 level).
  • General Professional Experience:
    • At least 3 years’ experience in communication or knowledge management, organizing events and campaigns, dealing with media, and developing and implementing communication strategies.
  • Specific Professional Experience:
    • At least 2 years’ work experience managing projects as Team Leader (including staff management) in the field of communications, culture, social media, public diplomacy;
    • At least 2 years’ work experience with communications campaigns and social media management;
    • At least 2 years’ work experience involving the development of ToRs and procurement processes;
    • Professional experience in/on Myanmar:
    • Project management under EU procedures, and knowledge of EU visibility requirements; Asset
    • Work experience in other South East Asian countries. Asset

Key Expert 2: Creative Director (450 days)

  • Qualifications and Skills:
    • Master Degree in Marketing, Communications, Fine Arts, Graphic Design, or related field. OR in absence of a Master’s, an undergraduate degree in the above mentioned disciplines, with an additional 3 years relevant professional experience on top of the professional experience listed below; OR in the absence of an undergraduate and Master degree in one of the above mentioned disciplines, at least 6 years professional experience on top of the professional experience required below;
    • Demonstrated creative proficiency in graphic design and multimedia production.
    • Excellent communication skills in English;
    • Good knowledge Burmese is an asset.
  • General Professional Experience:
    • Minimum 3 years in creative leadership within advertising, marketing, or related fields.
    • Proven track record of successful campaign development and execution;
    • Experience managing creative teams and a strong understanding of market trends and consumer behaviour, with the ability to translate insights into creative strategies;
  • Specific Professional Experience:
    • At least 2 years of brand development experience including direct involvement in the development and evolution of brand identities for large organisations;
    • At least 2 years of experience in conceptualizing and overseeing the execution of integrated marketing campaigns, including digital, print and experiential components;
    • At least 2 years proven experience in creating digital content, social media campaigns, and a deep understanding of online user behaviour;
    • At least 2 years of experience in managing creative budgets effectively, optimizing resources to achieve maximum impact;
    • Proven professional experience working on and/or in Myanmar.
    • Project management under EU procedures, and knowledge of EU visibility requirements; Asset
    • Work experience in other South East Asian countries. Asset

Key Expert 3: Public Relations Manager (400 days)

  • Qualifications and Skills:
    • Master Degree in Communications, Media, Public Relations, or related field. Or in absence of a Master’s, an undergraduate degree in the above mentioned disciplines, with an additional 3 years relevant professional experience on top of the professional experience listed below; Or in the absence of an undergraduate and Master degree in one of the above mentioned disciplines, at least 6 years professional experience on top of the professional experience required below;
    • Excellent communication skills in English and Burmese.
  • General Professional Experience:
    • At least 3 years’ experience in the field of communication, public relations, organising events, liaising with different stakeholders for network building.
  • Specific Professional Experience:
    • At least 2 years’ experience working on digital/ social media and online communications campaigns.
    • At least 2 years’ experience working for international organisations, international non- governmental organisations, private sector, or Embassies, as an employee, implementing partner or service provider.
    • At least 3 years’ experience in social media management in crisis-contexts, media outreach and monitoring and developing conflict-sensitive content and communication strategies, including on post-Coup Myanmar.
    • Project management under EU procedures, and knowledge of EU visibility requirements; Asset
    • Work experience in other South East Asian countries. Asset
  1. Non-Key Experts (NKE)

NKE  will provide specialized skills to support the key components of the project. Their profiles may include content strategists/planners, copywriters, editors, video producers, photographers, monitoring and evaluation specialists, data analysts, social media specialists, graphic designers, and event managers.

NKEs will be specialists with a university degree level (in the absence of a degree, additional 2 years of professional experience to the one listed above) fluency in English (and/or Myanmar language if requested) and computer literate, with verifiable and solid relevant professional experience. Experience in Myanmar or in South-East Asia will be an advantage.

Senior NKE at least 5 years of professional experience in providing a service at least equivalent to the one they are hired for.

Junior NKE are experts with 1-5 years professional experience in providing the service they are hired for.
