GDSI works on the preparation of the tender funded by the EIB and entitled  Innovation Procurement – market analysis and potential for a financial instrument(s).

This assignment aims at analysing, understanding and defining the potential for a financial instrument that could be offered to public contracting authorities in the EU to de-risk Innovation Procurements (both Public Procurements of Innovative Solutions (PPI) and for Pre-Commercial Procurements (PCP)).

The project is to start in July and will be implemented in the next 8 months.

The team for this assignment includes 2 key experts and non-key experts. GDSI welcomes applications for the following positions. The deadline for applications is Monday, May 27. Expert profiles required:

Key Expert 1: Innovation Procurement expert (Category II)

 Qualifications    

• At least Bachelor’s Degree in business administration, economics, engineering, procurement, law, research or any other relevant sector.
• In addition, holding a certificate in public procurement such as Chartered Institute of Purchase and Supply (CIPS) is an advantage.

General professional experience

• At least 10 years’ direct experience in public procurement.

Specific professional experience 

• At least 10 years of experience in public procurement sector, which shall include at least 5 projects related to innovation, research and development.
• At least 5 years of hands-on experience in Innovation Procurement for a contracting authority either at national, regional or local level.
• At least 1 project as part of a team performing public procurement market assessment at EU level (advantage).
• Work experience as a project manager in a R&D project, participating in the elaboration, procurement and implementation phases of the project is an advantage.
• Excellent written and spoken English (CEFR C1 or equivalent).

Key Expert 2: Financial Expert (Category II)

Qualifications    

• At least a Bachelor’s Degree in business administration, finance, economics or any other directly relevant subject.
• Further specialisation in financial products is an advantage.

General professional experience

• At least  10 years’ experience in the finance sector.

Specific professional experience 

• At least 10 years of international experience in designing and implementing different financial instruments/products.
• At least 5 years (with at least 5 completed projects) as lead financial expert in a multidisciplinary team.
• At least 3 completed multi-sector projects focus on R&D for the design and implementation of financial instruments, for example performance bonds, guarantees or insurance.
• Work experience in a R&D project, participating in the elaboration, procurement or implementation phases of the project is an advantage.

Language  and other skills           

• Excellent written and spoken English (CEFR C1 or equivalent).
