GDSI works on the preparation of the tender funded by the EIB and entitled  Ecosystem Development Activities for EU Strategic Technology Sectors

The activities of this assignment are aimed to improve access to finance, by launching a new initiative intended to nurture and foster the development of a finance ecosystem for companies operating in technology sectors. The initiative will include (i) setting up an interactive digital tool facilitating interactions among members, (ii) creating and maintaining an updated database of European technology companies by technology sector, (iii) organising periodic workshops, roundtables, and events to discuss topics relevant to members of the community and in which to present EIB Group products, (iv) preparing market intelligence reports on the seven sectors, (v) identifying market participants who are potential candidates for EIB Group financing (debt and equity) and advisory services. The Assignment will target companies, including start-ups, scale-ups and SMEs, active in the seven deep tech sectors: (i) artificial intelligence, (ii) semiconductors, (iii) cyber security, (iv) strategic security, (v) space, (vi) quantum and (vii) life sciences.

The project is to start in September and will be implemented in the next 15 months.

The team for this assignment includes 9 key experts. Most of them will work part-time (approx. 150 days for the project duration). The majority of activities will be implemented from home base. The ATOR is available upon request.

Expert profiles required:

Key Expert I: Network Coordinator (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelors’ degree (or equivalent degree) in Business Administration, Marketing, Communications, Information Technology or other field of study directly relevant to the Network Coordinator role

General professional experience

  • At least 10 years of relevant professional experience in leading project management teams.

Specific professional experience 

  • At least 5 years of relevant professional experience in areas related to capacity building, knowledge creation and dissemination or management of networking tools. –At least 3 years of relevant professional experience in organising events, workshops, conferences, or capacity-building sessions.
  • At least 3 years of relevant professional experience in formulating and drafting content, newsletters, or informational material for social, educational, or professional networks.
  • 3 years (or more) of relevant professional experience in leading and moderating online discussions and interactions will constitute an asset.
  • Experience in working with EU institutions or multilateral lenders in 3 projects or more will constitute an asset.
  • Excellent written and spoken English (CEFR C1 or equivalent).

Key Expert II: Expert in Artificial Intelligence (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Engineering, Data Science, Mathematics, Computer Sciences or Information Technology.

General professional experience

  • At least 10 years of relevant professional experience in researching, advising, or working with companies operating in the fields of artificial intelligence, big data or a closely related field.

Specific professional experience 

  • 3 years (or more) of relevant professional experience in drafting market research or market intelligence reports will constitute an asset.
  • Prior experience working in or advising EU institutions or multilateral lenders in 1 project or more will constitute an asset.

Language  and Other Skills           

  • Excellent written and spoken English (CEFR C1 or equivalent)

Key Expert III: Expert in Semiconductors (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Engineering, Computer Sciences or Information Technology.

General professional experience

  • At least 10 years of relevant professional experience in researching, advising, or working with companies operating in the field of ICT or a closely related field.

Specific professional experience 

  • 3 years (or more) of relevant professional experience in drafting market research or market intelligence reports will constitute an asset.
  • Prior experience working in or advising EU institutions or multilateral lenders on 1 project or more will constitute an asset.

Language  and Other Skills

Key Expert IV: Expert in Cyber Security (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Engineering, Computer Sciences or Information Technology.

  • At least 10 years of relevant professional experience in researching, advising, or working with companies operating in the field of cyber security or a closely related field.

Specific professional experience 

  • 3 years (or more) of relevant professional experience in drafting market research or market intelligence reports will constitute an asset.
  • Prior experience working in or advising EU institutions or multilateral lenders on 1 project or more will constitute an asset.

Key Expert V: Expert in Digital Technologies (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Engineering, Computer Sciences or Information Technology.

General professional experience

  • At least 10 years relevant professional experience in researching, advising, or working with companies operating in the field of digital technologies or a closely related field.

Specific professional experience 

  • 3 years (or more) of relevant professional experience in drafting market research or market intelligence reports will constitute an asset.
  • Prior experience of working in or advising EU institutions or multilateral lenders on 1 project or more will constitute an asset.

Language  and Other Skills           

  • Excellent written and spoken English (CEFR C1 or equivalent)

Key Expert VI: Expert in Space Technologies (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Engineering, Aeronautics or Physics. – Minimum requirement

General professional experience

  • At least 10 years of relevant professional experience in researching, advising, or working with companies operating in the fields of space, aeronautics or a closely related field. – Minimum requirement

Specific professional experience 

  • 3 years (or more) of relevant professional experience in drafting market research or market intelligence reports will constitute an asset.
  • Prior experience working in or advising EU institutions or multilateral lenders on 1 project or more will constitute an asset.

Key Expert VII: Expert in Strategic Security (Category II)

Qualifications    

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in Economics, Political Science, Security Sciences or International Relations

General professional experience

  • At least 10 years relevant professional experience in researching, advising, or working with companies, national ministries or public institutions operating in the field of strategic security issues

Specific professional experience 

  • At least 3 years of relevant professional experience in drafting market research, market intelligence or security and/or political risk reports will constitute an asset.
  • Prior experience working in or advising EU institutions or multilateral lenders (at least 1 project) will constitute an asset.

Key Expert VIII: Expert in Quantum Technology (Category II)

Qualifications

Key Expert IX: Events Organiser (Category III)

Qualifications

  • The candidate proposed shall hold at least a Bachelor’s degree (or equivalent degree) in the area of Business Administration and/or Event Management and/or Hospitality Management and/or Marketing and/or Leisure and Tourism

General professional experience

  • At least 5 years of relevant professional experience in organising events (face-to-face and online formats) for international bodies, such as EU institutions and agencies, and/or for the technology sector.

Specific professional experience 

  • 3 years (or more) of relevant professional experience in organizing events, workshops, conferences, or capacity-building sessions will constitute an asset.
