GDSI is invited to submit a proposal for the entitled tender under the contract within EIBAS Framework Agreement to provide services for the project:

PIU Implementation Support – University of Medicine and Pharmacy “CAROL DAVILA” Bucharest

The project will provide advisory support towards a successful implementation of the project financed by EIB for (i) the rehabilitation and renovation of the Faculty of Medicine and  (ii) the construction of a new Research Centre.

The purpose of the assignment is to support the University of Medicine and Pharmacy “CAROL DAVILA” in the timely implementation of the EIB loan and strengthen the University’s project management and implementation capacity. The advisory support will cover the following areas: construction process, public procurement, contract/claim management, design & built, environmental and social management, as well as assistance in shaping the areas of developing the medical research.

The project is to start in October for a duration of 24 months.

We are looking for experts with the following profiles:

Key Expert 1: Project Manager of construction buildings   (Category II) – approx. 25 w/d

Qualifications

• At least Bachelor’s Degree or an academic equivalent in Architecture, Civil Engineering, Construction Engineering or similar
• In addition, holding a certification of proficiency in project management is requested.
• Desirable: Master degree in the specific field

General professional experience

• At least 10 years of experience in project management of construction buildings.

Specific professional experience

• At least 5 years of international experience in project management will be considered an important asset.
• Minimum 5 years of management experience in infrastructure projects, preferably at least one of which should be above EUR 20 m;
• Working experience in structuring/organizing and/or managing the Project Implementation Unit(s) established for managing infrastructure project(s) financed by international institutions and/or IFIs will be considered as an important asset;
• Working experience in institutional analysis and institutional capacity building will be considered as an important asset;
• Experience in the management of (high) education and/or research construction projects will be considered as an important asset.

Language Skills

• Working command of English language (CEFR C1)
• Working command of Romanian language will be considered an asset.

Key Expert 2: Procurement expert (Category II)- approx. 15 w/d

Qualifications

• At least Bachelor’s Degree or an academic equivalent in law, business administration, engineering, construction or similar.
• Desirable: Master degree in the specific field

General professional experience

At least 10 years of international experience in procurement of medium and large infrastructure projects of buildings;

Specific experience

• Minimum 5 years of first-hand practitioner experience in the procurement field accordingly to the EU directive and Romanian legislation.
• Working experience in project(s) financed by international institutions and/or I FIs will be considered as an important asset;
• Experience of at least 3 infrastructure projects preferably at least one of which should be above EUR 20 m;

Language Skills

• Working command of the English language (CEFR C1).
• Working command of the Romanian language will be considered an asset.

Key Expert 3: Technical expert / Engineer in the development and implementation of Universities and research centres (Category II)- approx. 40 w/d

Qualifications

• At least Bachelor’s Degree or an academic equivalent in civil engineering or similar.
• Desirable: Master degree in the specific field

General professional experience

• At least 10 years of international experience in the development and implementation of Universities and research centres.

Specific professional experience

• European experience in the design and construction of Universities and research centres for at least 3 projects with similar activities and a budget of at least EUR 40 m.

Language and Other Skills

• Working command of the English language (CEFR C1).
• Working command of the Romanian language will be considered an asset.

Key Expert 4: Research and Development expert (Category II)- approx. 20 w/d

Qualifications

• At least Bachelor’s Degree or an academic equivalent in a life science field/engineering or similar.
• Desirable: Master degree in the specific field

General professional experience

• At least 10 years of international experience in the development and implementation of research centres.

Specific professional experience

• Hands-on experience in the development and implementation of European research centres in the last 3 years.
• European experience in design and construction, equipment included, of research laboratories for applied, preclinical (rodents) and clinical research for at least 3 projects with similar activities and budget of at least EUR 40 m.

Language and other skills

• Working command of English language (CEFR C1).
• Working command of Romanian language will be considered an asset.
