EU-UK Partnership Public Diplomacy and Policy Support Project - Key&Non Key Experts

The intended start date for the project is 01/06/2025, and the contract’s implementation period will extend over 42 months from this date.
The primary place of operation will be London, UK, with activities covering locations across the UK, especially areas outside London, and potential travel to EU Member States as required.

Project Description:
Funded by the European Union and managed by the European Commission’s Foreign Policy Instrument Service (FPI.3), this initiative aims to bolster EU-UK relations. The project supports public diplomacy actions and provides technical assistance to promote EU policy priorities in the UK. Key objectives include enhancing awareness of the EU’s institutional structure, social model, and trade policies while strengthening cooperation with key stakeholders, including businesses, trade unions, and academic institutions.
The overarching goal is to foster a positive perception of the EU in the UK and facilitate informed public debates and policy engagement.
Expert Profiles:
- Key experts
1.1. Key Expert 1: Team Leader – Policy Support Expert (minimum 400 days)
Qualifications and Skills (Minimum Requirements):
- Advanced university degree (Master’s Degree) in a discipline relevant to the scope of the assignment, or equivalent relevant professional experience (i.e., minimum 4 years of professional experience in EU policy support in addition to the minimum 10 years of general professional experience).
- Fluency in English (CERF level C2).
General Professional Experience (Minimum Requirements):
- At least 3 years of proven experience as a team leader in managing projects/programmes (project management skills; people management skills to lead, coach, and motivate a team of experts).
- Minimum 10 years of general professional experience in EU policy support.
Specific Professional Experience (Minimum Requirements):
- Minimum 3 years of specific professional experience as the lead of project(s) supporting EU policy dialogues in external relations in middle and high-income countries (included in the 10 years of general professional experience).[1]
- Minimum 3 years of specific professional experience working with EU procedures, in particular related to service contracts, monitoring, and evaluation (included in the 10 years of general professional experience).
- Working experience in the UK relevant to the scope of this contract will be considered a strong asset.
- At least 3 years of specific professional experience working on economic and trade issues will be considered a strong asset.
1.2. Key Expert 2: Public Diplomacy Expert (minimum 400 days)
( For this vacancy, public diplomacy refers to the process through which a country or entity builds trust and understanding by engaging with a broader foreign public beyond traditional governmental relations. Its objective is long-term, meaningful engagement with the public in partner countries on locally resonant issues, fostering mutual understanding and facilitating future cooperation.)
Qualifications and Skills (Minimum Requirements):
- Advanced university degree (Master’s Degree) in a discipline relevant to the scope of the assignment, or equivalent relevant professional experience (i.e., minimum 5 years of professional experience in public diplomacy, public relations, communication, or visibility in addition to the minimum 10 years of general professional experience).
- Fluency in English (CERF level C1).
General Professional Experience (Minimum Requirements):
- Minimum 10 years of general professional experience in public diplomacy, public relations, communication, or visibility.
Specific Professional Experience (Minimum Requirements):
- Minimum 3 years of experience as a team leader for Public Diplomacy project(s) in EU external relations in middle and high-income countries (included in the 10 years of general professional experience
- Working experience in the UK relevant to the scope of this contract will be considered a strong asset.
- Non-Key Experts
Roles and Requirements:
- Junior and Senior experts should have a University degree (preferably Master’s degree) and fluent written and oral communication skills in English as a minimum requirement.
- Junior Non-Key Experts: At least 3 years of professional (paid) experience in the sector relevant to their expertise.
- Senior Non-Key Experts: At least 10 years of professional (paid) experience in the sector relevant to their expertise.
Responsibilities:
- Non-Key Experts will provide technical expertise, logistical support, and training for workshops, conferences, and other project activities.
- Specific requirements and terms of reference for Non-Key Experts will be defined during the project implementation phase.
