The primary place of operation will be the United States of America, with activities covering various locations across the country.

The Team Leader can be based in the USA or the EU, while all other Key Experts must be based in the USA.

The intended start date for the project is 01/07/2025, and the contract’s implementation period will extend over 36 months from this date.

About the Assignment

Join an exciting initiative dedicated to fostering cultural exchange, enhancing EU-USA relations, and promoting EU values across diverse American audiences. This project focuses on strengthening transatlantic cooperation through cultural diplomacy by leveraging visual arts, film, and music as platforms for deeper public engagement. Experts selected for this program will play a key role in implementing strategic initiatives that enhance mutual understanding and collaboration between the EU and the USA.

Expert Profiles

  1. Key Experts

1.1. 1.1. Key Expert 1: Team Leader (Senior, part-time, 330 working days)

Qualifications and Skills (Minimum Requirements):

  • Advanced university degree (Master’s degree) or equivalent in a management-related discipline such as public relations, international relations, international business, political sciences, social sciences, arts management, communication, economics, or administration.
  • Participation in at least three projects implying knowledge and understanding of Project Cycle Management.
  • Participation in at least three projects in the field of cultural industries training or education at the international level.
  • Excellent written and oral communication skills in English (another EU language would be an asset).

General Professional Experience (Minimum Requirements):

  • Minimum 7 years of professional (including in the field) experience in any of the following areas:
    • International relations (preferably including the EU)
    • International exchanges
    • Cultural industries
    • Policy-making and advice delivery
    • Event management
    • Networking activities
  • Minimum 2 years of professional experience in the management of international teams of experts.

Responsibilities:

  • Overall management of the Transatlantic Rising Stars Program (TRSP), coordinating the implementation of all project strands (art residencies, music, and film).
  • Engage with EU Member States’ cultural institutes and consulates in the USA to enhance project visibility.
  • Supervise and ensure EU branding across all project activities.
  • Oversee recruitment of non-key experts and administrative support for artist residencies, music, and film initiatives.

1.2. Key Expert 2: Artist Residencies Strand Manager (Senior, part-time, 240 working days)

Qualifications and Skills (Minimum Requirements):

  • University degree or equivalent in the liberal arts, arts management, arts education, visual art, museum administration, communication, or business management; OR has been honored nationally or internationally for their work in the field of the arts.
  • Minimum five years of working with the U.S. cultural industries, with a preference for artist-in-residence programs.
  • Participation in at least one project involving international artist exchanges, training, or education.
  • At least two years of experience in partnership building and negotiation in the field of artist residencies or exchanges.
  • At least two years of experience in audience engagement and communication strategies.
  • Excellent written and oral communication skills in English (another EU language would be an asset).

General Professional Experience (Minimum Requirements):

  • Minimum seven years of professional experience in any of the following areas:
    • International relations (preferably including the EU)
    • Cultural industries
    • Educational or professional international exchanges
    • Networking activities
  • Minimum two years of professional experience in the management of cultural industries professionals.

1.3. Key Expert 3: Film Strand Manager (Senior, part-time, 210 working days)

Qualifications and Skills (Minimum Requirements):

  • University degree or equivalent in the liberal arts, arts management, film business, motion design, cinema studies, communication, or business management; OR has been honored nationally or internationally for their work in the field of film.
  • Minimum five years of working with, or preferably from within, the U.S. film industry.
  • Participation in at least one project involving international film professional dialogue, training, or education.
  • At least five years of experience in partnership development and negotiation with external entities.
  • At least one year of experience in U.S. audience engagement and communication strategies.
  • Excellent written and oral communication skills in English (another EU language would be an asset).

General Professional Experience (Minimum Requirements):

  • Minimum seven years of professional experience in any of the following areas:
    • Film business
    • Cultural industries
    • Educational or professional international exchanges
    • Networking activities
  • Minimum two years of professional experience in the management of cultural industries professionals.

1.4. Key Expert 4: Music Strand Manager (Senior, part-time, 210 working days)

Qualifications and Skills (Minimum Requirements):

  • University degree or equivalent in the liberal arts, arts management, arts education, music performance, music management, communication, or business management; OR has been honored nationally or internationally for their work in the field of music.
  • Minimum five years of working with, or preferably from within, the U.S. music industry.
  • Participation in at least one project involving international music industry dialogue, training, or education.
  • At least five years of experience of partnership building and negotiation.
  • At least one year of experience in U.S. audience engagement and communication strategies.
  • Excellent written and oral communication skills in English (another EU language would be an asset).

General Professional Experience (Minimum Requirements):

  • Minimum 7 years of professional experience in any of the following areas: music business, music management, cultural industries, educational or professional international exchanges, networking activities;
  • Minimum 2 years of professional experience in the management of cultural industry professionals.
  1. Non-Key Experts

Roles and Requirements:

  • Junior and Senior experts should have a university degree (preferably Master’s) and fluent written and oral communication skills in English as a minimum requirement.
  • Junior Non-Key Experts: At least 3 years of relevant professional experience.
  • Senior Non-Key Experts: At least 10 years of relevant professional experience.

Responsibilities:

  • Provide technical expertise, logistical support, and training for workshops, conferences, and project activities.
  • Specific roles and terms will be defined during the project implementation phase.
