The intended start date is 5th August 2024, and the period of implementation of the contract will be 36 months from this date.

The operational base of the project and for short-term inputs will be in Thimphu but will also cover the 20 districts of Bhutan.

About the Assignment:
This contract necessitates a range of expertise to provide comprehensive technical support and capacity building in Bhutan. The aim is to bolster the implementation of EU-financed programs, addressing focal sectors like local governance and cross-cutting areas, including gender mainstreaming, environmental concerns, and more.

Project Description:

The EU-funded Local Government Sustainable Development Programme aims to support Bhutan’s social and economic development, focusing on strengthening local governance, decentralization, and gender equality. The project seeks to enhance public service delivery through improved capacity of local governments and increased women’s participation in governance. 

The action will contribute to the implementation of Bhutan’s MIP 2021-2027 Priority 2 and Priority 3 by supporting improved public service delivery through enhanced local government capacities and increased women’s participation in local governance.

Expert Profiles:

  1. Key Experts

1.1. Key Expert 1: Team Leader (Governance and Decentralisation Specialist)

Qualifications and Skills:

  • Master’s degree or equivalent in Social/Political Sciences, Public Administration, etc., or significant experience with a Bachelor’s degree.
  • Minimum of 10 years of professional experience in collaboration with government ministries in developing countries.
  • Experience as a Team Leader in development projects, with a focus on local governance sector reform.
  • Proficiency in English (minimum level C2).

Desired Assets:

  • Experience with civil society and gender statistical evidence.
  • Knowledge of Dzongkha language and professional experience in South Asia, particularly Bhutan.

1.2. Key Expert 2: Senior Expert (Gender Specialist)

Qualifications and Skills:

  • Graduate university degree in gender studies or relevant field.
  • At least 6 years of professional experience in gender equality and women empowerment.
  • Proficiency in English (minimum level C2).

Specific Professional Experience:

  • Capacity building, gender mainstreaming, and supporting monitoring frameworks in gender equality.
  • Experience in engaging with media to address gender norms.

Desired Assets:

  • Knowledge of Dzongkha language and experience in South Asia, especially Bhutan.
  • Familiarity with EU gender-related policies/strategies.
  1. Non-Key Experts

2.1 Senior  Experts

Qualifications and Skills:

  • Graduate university degree (Master degree or equivalent qualification) in relevant technical areas such as social sciences, public administration, law, gender studies, economics, etc.
  • Proficiency in English (minimum level C2) and/or proficiency in Dzongkha if relevant for the required activities.

Professional Experience:

  • At least 10 years of professional experience in the requested technical areas.
  • Experience in projects related to governance, decentralization, gender mainstreaming, or related fields.
  • Familiarity with the socio-economic context of Bhutan or similar South Asian countries.

2.2 Junior Experts

Qualifications and Skills:

  • Graduate university degree (Bachelor degree or equivalent qualification) in relevant technical areas such as social sciences, public administration, law, gender studies, economics, etc.
  • Proficiency in English (minimum level C2) and/or proficiency in Dzongkha if relevant for the required activities.

Professional Experience:

  • At least 3 years of professional experience in the requested technical areas.
  • Experience in projects related to governance, decentralization, gender mainstreaming, or related fields.
  • Familiarity with the socio-economic context of Bhutan or similar South Asian countries.
