About the Assignment
The European Commission’s flagship programme to strengthen civil society and media engagement in the enlargement process continues with TACSO 4. This technical assistance assignment will build on the achievements of the previous TACSO phases to further promote civic space, enhance dialogue with public institutions, and strengthen the sustainability and effectiveness of civil society and media actors in the region.
TACSO 4 will operate across the Western Balkans and Türkiye, supporting the Civil Society Facility and Media Programme through a combination of capacity building, policy input, research and analysis, structured dialogue, and communication activities.
Location
Regional project office in one of the Western Balkans capitals, with Country Coordinators/Liaison Officers in: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Türkiye.

Key Expert Positions
We are inviting applications for the following key expert roles, all full-time and regionally based:
Key Expert 1: Team Leader / Head of Project
Key Expert 2: Analysis and Strategy Expert (Civil Society and Media)
Key Expert 3: Dialogue and Outreach Expert
Key Expert 4: Communication and Visibility Expert
Minimum Requirements for Key Experts
Extensive professional experience in civil society, media, or public policy
Proven track record in EU-funded or donor-funded programmes
Experience in working in multi-country, multicultural contexts
Knowledge of civic space dynamics in the Western Balkans and Türkiye
Excellent interpersonal, facilitation, and communication skills
Fluency in English; knowledge of local languages is considered an asset
Non-Key Expert Positions
Expressions of interest are also invited for national and regional-level experts in the following indicative areas:
Country Coordinators / Liaison Officers (based in each IPA beneficiary)
Legal and policy frameworks (civil society laws, enabling environment)
Media and freedom of expression
Research and monitoring (including TAMIS-WBT database support)
Civil society engagement in the enlargement and reform agenda
Capacity building, training, peer learning, and facilitation
Visibility, communication, and digital outreach
Inclusion, gender, youth, and thematic expertise relevant to EU reforms
Minimum Requirements for Non-Key Experts
University degree or equivalent experience
At least 3 years of relevant professional experience in working with CSOs in the region
Strong familiarity with the EU’s civil society priorities and enlargement frameworks
English fluency; knowledge of local languages is an advantage
