Assignment Duration

The tentative start date for the project is 1 December 2026, and the contract implementation period will be 48 months.

Each Key Expert will be expected to provide a minimum of 450 working days over the duration of the contract.

Location

The assignment will be implemented primarily in Lima, Peru. Travel to other parts of Peru may be required.

About the Assignment

The project will support the European Union Delegation to Peru in designing, implementing and evaluating a data-driven strategic communication campaign around the main priorities of the Global Gateway strategy in Peru.

The campaign will aim to increase awareness and positive perceptions of the European Union as a reliable and trusted strategic partner in the country. Its primary target audience will be urban young adults aged between 18 and 35.

The assignment will include:

  • Research, data collection and audience analysis; 
  • Campaign planning and design; 
  • Development of key messages and creative concepts; 
  • Identification and production of local success stories; 
  • Content production and implementation across multiple channels; 
  • Collaboration with influencers and content creators; 
  • Media planning and advertising; 
  • Monitoring, evaluation and campaign optimisation; 
  • Pre- and post-campaign audience research; and 
  • Reporting and knowledge sharing. 

The campaign will cover areas including sustainable investment, the green transition, renewable energy, sustainable transport, water and sanitation, digital connectivity, the circular economy and sustainable finance.

1. Key Experts

1.1. Key Expert 1: Team Leader

Minimum 450 working days

The Team Leader will lead the design, implementation and evaluation of the data-driven Global Gateway communication campaign. They will manage the creative and operational teams and ensure that the campaign achieves its visibility, reach and positioning objectives.

Qualifications and Skills

  • University degree in communication, advertising, marketing, public relations or a related field;
  • A master’s degree in one of these areas will be considered an advantage; 
  • Spanish at C1 level or native proficiency, both written and spoken; 
  • English at B2 level or equivalent; 
  • Strong leadership, communication and team-management skills; and 
  • A proactive and diplomatic approach, with the ability to facilitate participation and motivate multidisciplinary teams.

General Professional Experience

  • At least 10 years of professional experience in strategic communication and advertising in the public and/or private sector.

Specific Professional Experience

  • At least 5 years of experience coordinating integrated or multichannel communication or marketing campaigns comparable in scope to this assignment;
  • Experience with campaigns with a minimum value of EUR 400,000 and national coverage;
  • Experience leading at least three teams under projects or contracts related to communication campaigns, marketing, advertising or institutional communication; and
  • Experience in Peru or elsewhere in the region will be considered an advantage. 

1.2. Key Expert 2: Campaign Strategy Expert

Minimum 450 working days

The Campaign Strategy Expert will be responsible for the design, planning, implementation, monitoring and evaluation of a strategic, data-driven campaign aimed at increasing the visibility and positive perception of the European Union and positioning the Global Gateway brand.

Qualifications and Skills

  • University degree in communication, marketing or a related field; 
  • Postgraduate studies in digital marketing or data analysis will be considered an advantage;
  • Excellent written and spoken Spanish; 
  • English at B2 level or equivalent; 
  • Strong creative, strategic and analytical skills; and 
  • Ability to transform communication strategies into compelling visual and narrative concepts.

General Professional Experience

  • At least 7 years of professional experience in:
    • Designing and planning strategic communication or marketing campaigns; 
    • Defining campaign objectives, audiences, key messages, channels and media plans; 
    • Implementing and coordinating multichannel campaigns; and 
    • Monitoring results and adapting strategies based on quantitative and qualitative evidence.

Specific Professional Experience

  • Experience designing and implementing at least two brand-positioning campaigns; and
  • Experience in Peru or elsewhere in the region will be considered an advantage. 

2. Non-Key Experts

The project will also require experts and service providers based in Peru in areas including:

  • Creative direction; 
  • Content creation and copywriting; 
  • Audience research and analysis; 
  • Strategic communication; 
  • Graphic design and branding; 
  • Media planning and advertising; 
  • Market research and negotiation; 
  • Digital marketing; 
  • Influencer and content-creator management; 
  • Data analysis; 
  • Social media management; 
  • Storytelling and narrative development; 
  • Audiovisual production; and 
  • Photography. 

Candidates should have relevant qualifications and demonstrated professional experience in their respective areas. Previous experience working on large-scale institutional, public diplomacy or development communication campaigns will be an advantage.
