Assignment Duration

**The intended start date for the project is 1 December 2026, and the contract implementation period will extend over 36 months from this date.

Location

The primary place of operation will be Jakarta, Indonesia. Missions within Indonesia may be required.

About the Assignment

This assignment will support the planning, design and implementation of large-scale strategic communication campaigns in Indonesia under the Global Gateway framework. The project will focus on increasing awareness, understanding and positive perception of the EU-Indonesia partnership through audience-focused, data-driven and digital-first communication campaigns targeting younger audiences in Indonesia.

Project Description:

Funded by the European Union, this initiative is designed to strengthen awareness and positive perception of the EU as a partner of reference for Indonesia among selected target audiences. 

The project aims to measurably increase awareness, understanding and positive perception of the EU-Indonesia partnership, particularly around Global Gateway priorities. 

The assignment includes the design and implementation of multiannual communication campaigns using digital, social media, broadcast and partnership-based approaches, with a strong emphasis on audience engagement, storytelling, influencer collaboration and measurable communication impact.

Expert Profiles:

1. Key experts

1.1. Key Expert 1: Team Leader (full time: estimated 660 working days/FTE)

Qualifications and skills (Minimum requirements)

  • Minimum Bachelor’s degree in advertising, marketing, corporate communication, brand management, media studies, public relations, international relations or social studies. 
  • Oral and written proficiency in Bahasa Indonesia and English.
  • Ability to work and prepare reports in English.

General professional experience (Minimum requirements)

  • A minimum of 10 years of professional experience in advertising, marketing, corporate communication, brand management, media studies, public relations, international relations or social studies.

Specific professional experience (Minimum requirements)

  • A minimum of 2 years as team leader in overseeing and coordinating advertising, marketing, corporate communication, brand management, media, public relations or international relations projects; or equivalent multiple short-term assignments totalling 24 months. 
  • A minimum of 2 years in managing medium to long-term corporate communication campaigns (3 months and beyond); or equivalent multiple short-term assignments totalling 24 months. 
  • Relevant professional experience in project management. 
  • Relevant professional experience of working in Southeast Asia. 

1.2. Key Expert 2: Creative Director (full time: estimated 660 working days/FTE)

Qualifications and skills (Minimum requirements)

  • University degree in visual arts, graphic design, fine arts, advertising, marketing, corporate communication or brand management. 
  • Oral and written proficiency in Bahasa Indonesia and English.
  • Ability to work and prepare reports in English.

General professional experience (Minimum requirements)

  • A minimum of 10 years of professional experience in visual arts, graphic design, fine arts, advertising, marketing, corporate communication or brand management. This must be demonstrated. 

Specific professional experience (Minimum requirements)

  • A minimum of 3 years as Creative Director; or equivalent multiple short-term assignments totalling 36 months. 
  • A minimum of 3 years dealing with communication campaigns; or equivalent multiple short-term assignments totalling 36 months. 
  • Relevant professional experience of working in Southeast Asia.
