The intended start date for the project is 5 January 2026, and the contract’s implementation period will extend over 48 months from this date.

 

The primary place of operation will be Brussels (administrative base). Experts will primarily implement the contract from a home-based location.

Travel to and within the partner countries in the Middle East, North Africa, and the Gulf is foreseen.

About the Assignment

Shape regional narratives and amplify the EU’s strategic voice across the Southern Neighbourhood and Gulf! The MedBridge Programme is the EU’s flagship regional communication initiative, designed to increase awareness, credibility, and engagement around EU values, partnerships, and policies. Through high-impact campaigns, youth networks, influencer partnerships, and media engagement, you’ll join a dynamic team supporting inclusive storytelling, perception monitoring, and digital transformation across one of the most geopolitically important regions of EU external action.

Project Description

Funded by the European Commission (DG MENA), the MedBridge Regional Communication Programme aims to foster a receptive environment for European values and enhance public perception of the EU in the Middle East, North Africa, and the Gulf. This four-year project will deliver integrated communication campaigns, build youth and media networks, conduct public opinion research, and strengthen EU Delegation communication capacities. The programme responds to the challenges of disinformation, declining EU visibility, and the need for credible, compelling, and locally tailored narratives in a complex geopolitical context.

Expert Profiles

  1. Key Experts

1.1. Key Expert 1: Team Leader & Strategic Communication Expert (full time, 48 months)

Qualifications and Skills (Minimum Requirements):

  • University degree in media, communication, marketing, or advertising
  • Excellent command of English and French (written and oral)
  • Strong planning, leadership, and reporting skills
  • Strong inter-personal and networking skills;
  • Excellent reporting and drafting skills.

General Professional Experience:

  • Minimum 5 years in media, communication, marketing, or advertising

Specific Professional Experience:

  • A minimum of 5 years in managing projects in at least one of the following fields: media, communication, marketing or advertising
  • A minimum of 5 years in leading communication strategies and implementation in multicultural environments
  • Experience of working as a communication strategist for at least 3 communication campaigns, as documented by a well-documented presentation of the communication campaigns portfolio, which should be submitted as part of the tender
  • Specific experience in overseeing advocacy campaigns is an asset
  • Specific experience in communication activities targeting audiences in the Southern Neighbourhood region and the Gulf countries is an asset

1.2. Key Expert 2: Digital Communication Manager

Qualifications and Skills:

  • University degree in media, communication, marketing, or advertising
  • Excellent command of English and French
  • Arabic proficiency is an asset

General Experience:

  • A minimum of 5 years of professional experience in at least one of the following fields: media, communication, marketing or advertising

Specific Experience:

  • A minimum of 3 years of professional experience of professional experience in managing projects in at least one of the following fields: media, communication, marketing or advertising
  •  A minimum of 3 years of professional experience in managing social media, including producing digital content, audio-visual materials and dissemination/online outreach strategies
  • Specific experience in communication activities targeting audiences in the Southern Neighbourhood region and the Gulf countries is an asset

1.3. Key Expert 3: Information and Communication Manager

Qualifications and Skills:

  • University degree in media, communication, marketing, or advertising
  • Excellent command of English and French
  • Arabic proficiency is an asset

General Experience:

  • Minimum 5 years in media, journalism, or communications

Specific Experience:

  • A minimum of 3 years of professional experience of professional experience in managing projects in at least one of the following fields: media, communication, marketing or advertising
  • A minimum of 3 years of professional experience in writing news-worthy texts and background documents
  • A minimum of 3 years of professional experience in developing media cooperation and outreach
  • Specific experience in communication activities targeting audiences in the EU Southern region and the Gulf is an asset

1.4. Key Expert 4: Campaigns Coordinator

Qualifications and Skills:

  • University degree in media, communication, marketing, or advertising
  • Excellent command of English and French
  • Arabic proficiency is an asset

General Experience:

  • A minimum of 5 years of professional experience in at least one of the following fields: media, communication, marketing or advertising

Specific Experience:

  • A minimum of 3 years of professional experience in managing projects in at least one of the following fields: media, communication, marketing or advertising
  • Experience of working as a campaign manager for at least 3 communication campaigns, as documented by a well-documented presentation of the communication campaigns portfolio, which should be submitted as part of the tender
  • Specific experience in overseeing advocacy campaigns is an asset
  • A minimum of 3 years of professional experience in managing stakeholder engagement activities
  • Professional experience in managing at least 2 projects to set up and manage youth networks and/or design and implementation of youth activities
  • Specific experience in communication activities targeting audiences in the South region and the Gulf countries is an asset
  1. Non-Key Experts

Seize the opportunity to help shape regional narratives and support strategic communication for EU external action. NKEs will contribute to campaign design, audiovisual production, youth network facilitation, digital engagement, media relations, and public perception analysis across the Middle East, North Africa, and the Gulf. Assignments range from short-term missions to long-term deployments.

Profiles sought include (but are not limited to):

  • Social media managers & digital engagement experts
  • Audiovisual producers & editors
  • Graphic designers, photographers, copywriters
  • Public diplomacy and event managers
  • Youth networks coordinators and trainers
  • Opinion survey analysts & perception research experts
  • Translators, interpreters, media analysts
  • Communication strategists & digital tool advisors

Minimum Requirements:

  • University degree
  • Fluency in English; Arabic and/or French are strong assets
  • Relevant experience in communication, campaigning, media, or youth engagement
  • Regional knowledge of MENA and/or Gulf preferred
  • Experience in EU-funded or donor-funded programmes is highly desirable
