The intended start date for the project is 01/01/2025 and the contract’s implementation period will extend over 31 months from this date.
The primary place of operation will be Brussels, Belgium. Travel within partner countries may be necessary.

Based in Brussels with potential activities extending across various regions, you will lead essential initiatives to improve access to EU youth opportunities, foster sustained alumni engagement, and strengthen youth participation in international forums.
Project Description: Funded by the European Union, this vital initiative is designed to bolster youth engagement and participation globally. The project aims to improve access to information about opportunities, enable sustained engagement for young people, and strengthen youth participation in multilateral fora. The overarching goal is to support the Directorate General for International Partnerships (DG INTPA) in facilitating and maintaining meaningful youth participation and building a vibrant alumni community.
Expert Profiles:
- Key experts
Key expert 1: Team Leader (568 days)
Qualifications and skills:
- University degree (Bachelor or equivalent diploma) in at least one of the following fields: international relations, social sciences, administration, management; or a related discipline relevant for this contract.
- In absence of a relevant Bachelor’s degree or equivalent diploma, the expert shall have equivalent professional experience of minimum 3 years in development work, in addition to the minimum general professional experience requirement mentioned below.
- Participation in at least one project implying knowledge and understanding of Project Cycle Management.
- Excellent command of English (at least C1 level).
- B2 level in reading, writing, and speaking in at least one of the following languages: French, Spanish, Portuguese.
- B2 level in reading, writing, and speaking in more than one of the three languages mentioned above will be considered as an asset.
- B2 level in reading, writing, and speaking in Arabic or Russian is considered as an asset.
General professional experience:
- A minimum of 5 years of professional experience in at least one of the following fields: administration, management, or international relations.
- A minimum of 5 years of professional experience in youth participation and engagement.
- A minimum of 2 years of professional experience in the management of international teams of experts, demonstrating excellent skills in planning, coordination, analysis, and research.
- Excellent knowledge of project management and/or implementation in a development cooperation context, as evidenced by at least 3 references.( https://european-union.europa.eu/priorities-and-actions/actions-topic/development-and-cooperation_en)
- Specific professional experience:
- Professional experience in communication, marketing/advertisement, or event management, as evidenced by at least 3 references.
- Professional experience in community-building online and/or offline, as evidenced by at least 3 references.
- Professional experience in monitoring projects and/or conducting evaluations within EU programmes will be considered as an asset.
Key expert 2: Communications Coordinator (568 days)
- Qualifications and skills:
- University degree (Bachelor or equivalent diploma) in at least one of the following fields: media, communication, marketing, advertising, or international relations.
- In absence of a relevant Bachelor’s degree or equivalent diploma, the expert shall have equivalent professional experience of minimum 3 years in development work, in addition to the minimum general professional experience requirement mentioned below.
- Excellent command of English (at least C1 level).
- B2 level in reading, writing, and speaking in at least one of the following languages: French, Spanish, Portuguese.
- B2 level in reading, writing, and speaking in more than one of the three languages mentioned above will be considered as an asset.
- B2 level in reading, writing, and speaking in Arabic or Russian is considered as an asset.
- Qualifications and skills:
General professional experience:
- A minimum of 5 years of professional experience in at least one of the following fields: media, communication, marketing, or advertising.
- A minimum of 2 years of project management and/or implementation in a development cooperation context.
Specific professional experience:
- A minimum of 3 years of professional experience in managing stakeholder engagement activities.
- Professional experience in working in projects targeting youth, as evidenced by at least 3 references.
- Specific experience in communication activities (both online and offline) targeting young audiences is considered as an asset
Key expert 3: Youth Community-building Coordinator (283 days)
Qualifications and skills:
- University degree (Bachelor or equivalent diploma) in at least one of the following fields: media, communication, marketing, advertising, or international relations.
- In absence of a relevant Bachelor’s degree or equivalent diploma, the expert shall have equivalent professional experience of minimum 3 years in development work, in addition to the minimum general professional experience requirement mentioned below.
- Good command of digital engagement methods (including digital meetings facilitation, digital co-creation, etc.) and proficiency with the relevant tools.
- Excellent command of English (at least C1 level).
- B2 level in reading, writing, and speaking in at least one of the following languages: French, Spanish, Portuguese.
- B2 level in reading, writing, and speaking in more than one of the three languages mentioned above will be considered as an asset.
- B2 level in reading, writing, and speaking in Arabic or Russian is considered as an asset.
- General professional experience:
- At least 3 years of professional experience in project management in the field of youth participation and empowerment.
- Professional experience of at least 3 years in the following areas: developing and implementing training, mentoring and peer-learning, facilitation, and personal or team development.
- Specific professional experience:
- At least 3 years of experience in international contract management related to events organisation.
- Specific experience in on and offline community-building and networking activities is considered as an asset.
- Specific experience in strengthening youth participation in (international) policymaking is considered as an asset.
- Non-Key Experts
Profiles to be covered by non-key experts may include, but are not limited to:Community management, information sharing, inclusive methods of communication, youth participation/engagement, social media content creation, artificial intelligence and new technologies, events management, public relations and advertising, strategic communications advisory services, and GDPR advisory services.
Qualifications and skills:
- Bachelor’s Degree in social sciences, political science, education, communication, marketing, or a related discipline. In its absence, 3 years of professional experience in relevant fields.
- Good understanding of the development cooperation sector and EU programmes and policies.
- Good computer skills and communication skills.
- Language skills: Excellent command of English (C1 level) and at least B2 level in French, Spanish, or Portuguese. B2 level in Arabic or Russian is considered as an asset.
General professional experience:
- Minimum of 5 years (senior) or 2 years (junior) in international relations, human development, youth participation, administration, or development cooperation.
Specific professional experience:
- Minimum of 5 years (senior) or 2 years (junior) in youth policies and practices.
- Minimum of 5 years (senior) or 2 years (junior) in development cooperation targeting Africa, Latin America, Asia, or the EU Neighbourhood area.
- Experience with EU development policy and programmes will be considered as an asset.
