Opportunity: Strategic Communication Lead (GARRI)

We have an opportunity for a suitably qualified Strategic Communication Lead with experience in migration, exploitation and disinformation.

Project reference: Global Alliance Rapid Response Initiatives (GARRI).
Deadline: 5 February 2026.
Assignment Duration: Framework assignment until end-2028, with intermittent campaign-based inputs estimated at 160 working days.
Location: Global.

About the Project

The Global Alliance Rapid Response Initiatives (GARRI), implemented by the International Centre for Migration Policy Development (ICMPD) in partnership with the European Commission (DG HOME), is a demand-driven, rapid-response mechanism addressing migration-related misinformation and disinformation.

GARRI deploys evidence-based, culturally sensitive, multi-channel communication campaigns to support informed migration decisions and reduce vulnerability to exploitation and irregular migration, primarily in countries outside Europe.

Expert Profile: Strategic Communications Lead

Qualifications and skills

  • Minimum Bachelor’s degree in communication, media, social sciences, international relations, development, humanitarian action, or a related field.
  • Strong written and verbal communication skills in British English.

General professional experience

Minimum 6 years of professional experience in areas relevant to strategic communication, public information, advocacy, campaign design, or related fields. This experience should include:

  • Involvement in strategic communication, advocacy, public information or campaign-related work in international or cross-border contexts;
  • Experience contributing to multi-channel communication initiatives, including digital platforms and/or traditional media;
  • Exposure to working with international organisations, NGOs, public institutions or development programmes, either as staff or consultant;
  • Experience operating in or supporting activities outside Europe.

Specific professional experience

  • Design or strategic oversight of multi-channel communication campaigns, combining digital media, national or local media, and/or community-based outreach;
  • Development of evidence-based messaging addressing misinformation, disinformation, public awareness or behaviour change;
  • Work in migration-related, humanitarian, development, governance or policy-oriented contexts;
  • Contribution to campaigns requiring contextual adaptation, cultural sensitivity and audience-specific messaging;
  • Experience supporting or coordinating communication activities in rapid-response or demand-driven frameworks;
  • Experience working in, or supporting campaigns along, key migration routes, including the Silk Routes, the Atlantic Routes and the Mediterranean Routes are considered assets;
  • Experience in countering misinformation and disinformation, and experience in fragile, politically sensitive or high-risk environments, are considered assets.
