Experts - High level evaluations

We are expanding our pool of experienced professionals for two anticipated Independent High-Level Evaluations.
- Evaluation Projects:
- Independent High-Level Evaluation of Strategies and Actions on the 2020-30 Youth Employment Strategy
- Independent High-Level Evaluation of the “Better Work” Programme
Project Duration: February – July 2025
Team Composition: 1 Team Leader and 2 Team Members
Roles and Responsibilities:
Team Leader:
The evaluation team leader will provide technical leadership and oversee the evaluation process, ensuring high-quality outputs in line with the Terms of Reference and evaluation guidelines. Responsibilities include:
- Participating in scoping, drafting the inception report, and producing draft reports, executive summaries, and the final report.
- Providing technical and methodological guidance to the team.
- Ensuring data quality (validity, reliability, consistency, accuracy) throughout the evaluation.
- Managing the evaluation process and team, adhering to evaluation guidelines.
- Producing triangulated findings linked to evaluation questions and presenting insightful conclusions and recommendations.
- Finalizing the draft and final reports, including the summary for decision-makers.
- Developing communication products and presenting findings to stakeholders.
Team Members (Programme and Technical Support):
Responsibilities include:
- Contributing to the inception report and providing feedback.
- Collecting data and preparing notes for assigned case study areas.
- Drafting sections of the draft report.
- Ensuring data quality within their respective areas.
- Providing feedback and factual corrections to the final report.
- Participating in presentations to stakeholders on the findings.
Desired Qualifications for the Evaluation Team:
- For Team Leader:
- Education: Master’s degree in law, social sciences, economics, development studies, evaluation, or related fields, with demonstrated research experience.
- Over 7 years of experience in High-Level Evaluations (HLE) or similar strategic evaluations.
- Familiarity with the world of work and development contexts.
- Demonstrated strategic perspective and formative evaluation experience.
- Understanding of the UN system and the ILO context and the Sustainable Development Goals (SDGs).
- Experience across multiple levels (policy, operational, institutional) – global, regional, and country.
- Expertise in policy document review, coordination, or collaboration issues.
- Knowledge of cross-cutting issues such as gender equality, environmental protection, social dialogue, and disability inclusion.
- Thematic knowledge of youth employment and the “Better Work” programme.
- Language Requirements: English (essential), French and/or Spanish (desired).
- For Team Members:
- Education: First degree in law, social sciences, economics, development studies, evaluation, or related fields.
- Over 3 years of experience in High-Level Evaluations (HLE) or similar strategic evaluations.
- Familiarity with the world of work and development contexts.
- Experience at multiple levels (policy, operational, institutional) – global, regional, and country.
- Understanding of key cross-cutting issues such as gender equality, environmental protection, social dialogue, and disability inclusion.
- Thematic knowledge related to youth employment and the “Better Work” programme.
- Language Requirements: English (essential), French and/or Spanish (desired).
