Expert in institutional workforce planning and modeling

GDSI is looking for an expert to join GDSI’s team for the tender entitled: Support for a Management Review of the International Development Assistance Programme
The management review will assess the adequacy and effectiveness of oversight and support structures to support delivery of Ireland’s International Development Assistance Programme by DFA, with a particular focus on its Development Cooperation and Africa Division but also including the areas of evaluation and audit, finance, human resources, communications, grant management and knowledge management, as well as relevant regional and other units.
The project is to start at the end of March 2022 and finish in September 2022. The estimated input will be 40 working days.
The expert will be responsible for component 2- Workforce planning. He/she will review relevant information, collect and analyse relevant data and answer the review questions based on organisational development priorities. It is expected that the expert will participate in interviews and meetings, contribute to drafting report and also presentations and discussions.
Profile required:
- At least Bachelors Degree in the relevant field
- Fluency in English
- Excellent report writing and presentation skills
- Minimum 5 years of experience in Organisational/institutional Development and Work Force Planning
- Expertise in preparing reports on the areas of organisation development and workforce planning and modelling
- Experience in conducting organisational reviews
- Previous experience in analysing complex data and providing forecasting models
- Expertise in preparing reports for large and complex organisations, preferably with overseas operations is a distinct advantage
- Experience in designing and analysing surveys and questionnaires
- Familiarity with the Irish Public Service would be an advantage
