The Team leader will manage and coordinate the implementation of the contract. S/he will be the main contact point to the Contracting Authority for operation issues (including identifying, mobilising and liaising with non-key experts as necessary). S/he will liaise and report to the Contracting Authority on a regular basis on the activities and will facilitate a fruitful and open dialogue between the stakeholders involved (EU actors, partner country authorities, independent media, etc.). The key expert will support and supervise the preparation, implementation, and conclusion of assignments undertaken together with, or by, non-key experts, and the production of outputs related to specific assignments. Her/his work time will be based in the central office in one of the Eastern Neighbourhood countries and missions to Brussels where appropriate.
Qualification and Skills:
- A university degree in journalism or a relevant, directly related discipline, or equivalent relevant professional experience of at least 4 years. These 4 years are counted in addition to those required under 'General professional experience'.
- Excellent oral communication and drafting skills in English (C1).
- Working knowledge of Russian (speaking and understanding) is required (B1).
- Excellent project management skills.
General professional experience:
- At least 10 years’ experience in journalism. This experience should have been gained in at least two countries of the Eastern Neighbourhood region. These in-country experiences cumulatively must represent at least 3 years.
Specific professional experience:
- Preferably 5 years of post-graduate experience in managing journalist training projects or equivalent technical capacity building projects in support of independent journalism, as project leader but a minimum of 2 years is required.
- Preferably 4 years of post-graduate experience in leading international and/or EU co-operation project teams and in project management but a minimum of 2 years is required.
- The specific professional experience can be part of the general professional experience.
Key expert 2/Senior executive producer will contribute thematic and country-specific expertise to the team. S/he will manage the implementation of content production support. S/he will act as deputy of key expert 1 and ensure the smooth organisation of the project activities.
Qualification and Skills:
- A university degree in journalism or a relevant, directly related discipline, or equivalent relevant professional experience of at least 4 years. These 4 years are counted in addition to those required under 'General professional experience'.
- Working knowledge of English (B2).
- Excellent oral communication and drafting skills (speaking and understanding) in Russian (C1).
- Additional knowledge of at least 1 local language of the Eastern Neighbourhood would be considered an asset (Georgian, Romanian, Moldovan, Armenian, Azerbaijani, Ukrainian, Belarussian).
General professional experience:
- At least 7 years’ experience in journalism, at least two of which should have been gained in the Eastern Neighbourhood region.
- At least 5 years of experience in production and post-production at senior level gained in a broadcast media, agency or production company or equivalent. These can be part of the 7 years in journalism.
- Experience as or in support of investigative journalism would be considered an asset.
Specific professional experience:
- Preferably 4 years of post-graduate experience in journalist trainings or equivalent technical capacity building projects in support of independent journalism, but a minimum of 2 years is required.
- The specific professional experience can be part of the general professional experience.
Key expert 3: Senior media training and exchange expert (660 days, full-time)
Key expert 3/ Senior media training and exchange expert will contribute thematic and country- specific expertise to the team. S/he will manage the implementation of networking and regional peer-to-peer exchanges. S/he will be responsible for organising and executing trainings in media and journalism skills. S/he will manage and coordinate non-key experts for capacity building.
Qualification and Skills:
- A university degree in journalism or a relevant, directly related discipline, or equivalent relevant professional experience of at least 4 years. These 4 years are counted in addition to those required under 'General professional experience'.
- Working knowledge of English (B2).
- Excellent oral communication and drafting skills (speaking and understanding) in Russian (C1).
- Additional knowledge of at least 1 local language of the Eastern Neighbourhood would be considered an asset (Georgian, Romanian, Moldovan, Armenian, Azerbaijani, Ukrainian, Belarussian).
General professional experience:
- At least 7 years’ experience in journalism, at least two of which should have been gained in the Eastern Neighbourhood region.
Specific professional experience:
- Preferably 4 but at least 2 years of experience in creating and implementing on the-job-training or peer-to-peer learning, working with media professionals in at least two different projects. These may be as a journalist/media professional/media manager or part of a technical support projects.
- Demonstrated experience in introducing commercial concepts to independent media would be considered an asset.
- Demonstrated experience in implementing advanced audience measurement systems and in monetizing digital presence of media would be considered assets.
- The specific professional experience can be part of the general professional experience.
- All experts must be independent and free from conflicts of interest in the responsibilities they take on.
