The intended start date for the project is 01/07/2025, and the contract’s implementation period will extend over 48 months from this date.
The primary place of operation will be Taipei, Taiwan. Travel within Taiwan may be necessary, including to other cities for key events.
About the Assignment:
Deliver powerful outcomes in EU–Taiwan economic relations. From hosting high-level innovation forums and regulatory workshops to publishing trade intelligence and managing EU visibility, this role places you at the nexus of diplomacy, business, and innovation.
Project Description:
Funded by the European Union, this vital initiative is designed to bolster EU–Taiwan economic ties, facilitate trade, improve market access, and enhance regulatory alignment.
The project aims to promote the EU regulatory regime, attract Taiwanese investment to the EU, and deepen industrial cooperation.
The overarching goal is to support the EU’s Indo-Pacific Strategy by embedding EU norms in Taiwan’s evolving economic landscape.
Expert Profiles:
- Key Experts
1.1. Key Expert 1: Team Leader (minimum 200 working days)
Qualifications and skills (Minimum requirements):
- University degree at master’s level (or equivalent) in a discipline relevant to the scope of the assignment
- Excellent communication skills, including strong public speaking and presentation skills
- Strong diplomatic skills and the ability to handle politically sensitive issues
- Strong people management skills to lead, coach, and motivate a multicultural team
- Strong analytical and computer literacy skills
- High proficiency in Taiwanese Mandarin and English
General professional experience (Minimum requirements):
- Minimum 10 years of general professional experience
- At least 5 years of experience in project, people, and resource management in an international context
Specific professional experience (Minimum requirements):
- Minimum 3 years of experience (within the 10 years above) in trade, private sector, and business development, ideally in green business or low-carbon tech
- Proven experience in project management
- Proven experience in international economic cooperation
- Good knowledge of European private sector stakeholders in trade and technology
- Minimum 3 years of working experience in Taiwan (pre-requisite

2. Non-Key Experts
Non-Key Experts will be mobilised on specific assignments in areas including (but not limited to):
- Regulatory dialogue and alignment (e.g., SPS, TBT, IPR, digital governance)
- Trade and investment promotion
- Sectoral research and analysis (e.g., semiconductors, renewable energy, circular economy)
- Communication, visibility, and media outreach
- Business networking event management
- Surveys and business climate assessments
Ideal profiles for Non-Key Experts will include:
- University degree (Master’s preferred) in economics, international relations, law, public policy, communication, or related fields
- Minimum 5 years of professional experience relevant to the area of assignment
- Knowledge of EU trade, investment, and regulatory standards
- Experience working on EU-funded projects or international cooperation projects is an advantage
- Strong analytical and drafting skills
- Excellent command of English; knowledge of Taiwanese Mandarin is an asset
- Prior work experience in Taiwan and/or the Indo-Pacific region is highly desirable
- Assignment lengths will vary depending on project needs, with short-term missions and deliverable-based engagements.
