About the Assignment:  This project offers you a platform to apply your expertise in a dynamic and collaborative environment. Based in Belgrade with potential activities extending throughout the nation, you will drive crucial initiatives in public administration reform, policy development, and implementation.

Project Description: Funded by the European Union, this vital initiative is designed to bolster the Republic of Serbia’s public administration capabilities. The project aims to enhance the strategic framework for planning, monitoring, and implementing public administration reforms, thereby improving the quality of policy-making and service delivery. The overarching goal is to ensure efficient, transparent, and accountable public administration that significantly contributes to economic stability and improved living standards.

Expert Profiles:

  1. Key Experts:

1.1. Key Expert 1: Team Leader / Public Administration Reform Expert (660 days)

Qualifications and skills (Minimum requirements):

    • Master’s degree in Public Administration, Politics, Economics, Law, or a field directly related to the assignment. In case of a Bachelor’s degree, at least five (5) years of relevant professional experience in addition to the experience required under the general professional experience.
    • Excellent oral and written English

General professional experience (Minimum requirements):

    • Minimum of 8 years of experience in public administration reform.

Specific professional experience (Minimum requirements):

    • Proven experience in the development and/or monitoring of public administration reform strategic framework.
    • Proven experience as a Team Leader in at least one EU-funded project, worth at least 1 million EUR.
    • Experience in working as an expert on the EU Sector Budget Support would be considered an advantage.
  1. Non-Key Experts:

Non-Key Experts will be engaged for various tasks throughout the project. The profiles of the non-key experts required for this contract are as follows:

General Requirements for Non-Key Experts:

    • Excellent communication skills
    • Excellent negotiation, analytical, and organizational skills
    • Excellent oral and written English
    • Independent and free from conflicts of interest in the responsibilities they take on

Junior Experts:

    • A relevant University degree or equivalent 6 years of professional experience.
    • At least 3 years of experience in his/her area of expertise.
    • Fluent knowledge of English.

Senior Experts:

    • A relevant University degree or equivalent 12 years of professional experience.
    • At least five (5), preferably seven (7), years of professional experience in his/her area of expertise.
    • Fluent knowledge of English.

Specific Profiles:

    • Policy Development and Monitoring Expert:
      • Proven experience in public policy development, implementation, and monitoring.
      • Experience with EU-funded projects is an advantage.
    • Public Finance Management Expert:
      • Expertise in public financial management, budgeting, and financial controls.
      • Experience in implementing financial reforms in public administration.
    • Human Resource Management Expert:
      • Experience in HR management within public administration, including recruitment, performance appraisal, and capacity building.
      • Familiarity with civil service laws and by-laws.
    • Communication and Visibility Expert:
      • Proven experience in communication strategies, public relations, and media campaigns.
      • Experience with visibility requirements for EU-funded projects.
    • IT and Digital Transformation Expert:
      • Expertise in IT systems development, digital services, and e-Government initiatives.
      • Experience in public sector digital transformation projects.
    • Monitoring and Evaluation Expert:
      • Proven experience in setting up and managing monitoring and evaluation frameworks.
      • Familiarity with EU project monitoring and reporting requirements.
