Assignment Duration

The intended start date for the project is October 2024, and the contract’s implementation period will extend over 36 months from this date.

The primary location for the assignment is Wellington, New Zealand. However, additional missions throughout New Zealand may be required

About the Assignment:
This initiative is part of the Policy Dialogue and Public Diplomacy Facility targeted at New Zealand under Lot 3. The project aims to foster dialogue and enhance relations between the EU and New Zealand across multiple sectors, including government, academia, civil society, and business communities. It is designed to support activities that promote mutual understanding and cooperation, particularly in alignment with EU strategies and policies.

Project Description:

This project, funded by the European Union, is tasked with developing and supporting initiatives that strengthen the ties and dialogue between New Zealand and the EU. The activities will focus on engaging diverse groups such as government officials, business sectors, academic institutions, and civil societies to support strategic EU objectives and interests in the region. The project will emphasize sustainable development, human rights, and democratic values in its implementation, reflecting the cross-cutting issues identified in the EU’s external actions.

Expert Profiles:

  1. Key expert

1.1.  Lot 3: Policy Dialogue and Public Diplomacy Facility – New Zealand)

Key Expert: Project Manager – New Zealand (660 work days)

The Project Manager for New Zealand will oversee the country-specific aspects of this project. Responsibilities include the planning and coherent execution of all project activities within New Zealand, reviewing and drafting Terms of Reference for these activities, and managing their realization. This role is pivotal in maintaining a seamless interaction with the EU Delegation to New Zealand for daily management issues, and in liaising with the FPI Project Manager regarding New Zealand-specific operations. Additionally, the Project Manager will prepare materials specific to New Zealand for the Project Steering Committees and ensure the objectives of the project are met locally. With the aid of selected Non-Key Experts, this individual will coordinate project efforts in New Zealand, monitor progress, manage communications, and uphold EU visibility to the highest standards throughout all project phases.

Qualifications and skills

  • Minimum Bachelor’s Degree or equivalent diploma in social sciences, political sciences, international relations, law, economics, business or other discipline of relevance to the subjects of this contract.
  • Excellent speaking, drafting and editing skills in English (C1 level). Knowledge of Māori language will be considered an asset.
  • Proven advanced analytical skills and computer literacy are considered an asset.

General professional experience

  • Minimum ten years (2200 working days) of post-undergraduate professional experience in project management.
  • Minimum two years (440 working days) of post-undergraduate professional experience in project management as a project Team Leader/coordinator with a supervisory role.

Specific professional experience

  • Minimum five years (1100 working days) of post-graduate professional experience of working in one of the relevant fields, such as political/international/cultural/economic/trade/legal/ business/etc. affairs, public/cultural diplomacy, media, communication, academic research, etc.
  • Minimum three years (660 working days) of working experience in New Zealand.

  1. Non-Key experts

Qualifications and skills:

  • Minimum Bachelor Degree or equivalent diploma.
  • Fluency in English, and/or in languages of operational relevance for specific project activity
  • Previous professional experience of working in the New Zealand for the specific project activity will be considered an asset.

General professional experience:

  • Senior Expert: Minimum ten (10) years of relevant experience in trade, agriculture, climate and environmental issues, ocean governance, digital technology, research, youth engagement, and security
  • Junior Expert: Minimum five (5) years of relevant experience in trade, agriculture, climate and environmental issues, ocean governance, digital technology, research, youth engagement, and security

Specific professional experience:

  • Relevant experience: this includes promoting a broader understanding and cooperation in domains of mutual interest such as trade, agriculture, climate and environmental issues, ocean governance, digital technology, research, youth engagement, and security.
