Assignment Duration

The intended start date for the project is October 2024, and the contract’s implementation period will extend over 36 months from this date.

The primary location for this assignment is in Australia. However, additional missions throughout Australia may be required depending on project needs.

About the Assignment:
This project is an integral part of the Policy Dialogue and Public Diplomacy Facility targeted at Australia under Lot 1. It aims to enhance dialogue and strengthen relationships between the EU and Australia across various sectors including government, academia, civil society, and business communities. The project is designed to support activities that foster mutual understanding and cooperation, aligning closely with EU strategies and policies.

Project Description:

Funded by the European Union, this initiative is focused on developing and supporting activities that enhance dialogue and strengthen ties between Australia and the EU. The project will involve engaging diverse groups such as government officials, business sectors, academic institutions, and civil societies to support strategic EU objectives and interests in the region. Emphasizing sustainable development, human rights, and democratic values, the project reflects the cross-cutting issues central to the EU’s external actions..

 

Expert Profiles:

  1. Key expert

1.1.  Lot 1: Policy Dialogue and Public Diplomacy Facility – Australia

Key Expert: Project Manager – Australia (580 work days)

Project Manager – Australia will oversee the country-specific components of this project. This role encompasses planning and coordinating all project activities in Australia, ensuring that different initiatives are aligned, reviewing proposals, and drafting the Terms of Reference for their implementation. The Project Manager will also be responsible for the effective monitoring and implementation of these activities.

Acting as the primary liaison with the EU Delegation to Australia, the Project Manager will manage day-to-day contractual matters, report on Australia-specific activities to the FPI Project Manager, and maintain consistent communication with other relevant EU services as required. This expert will prepare Australia-specific materials for the Project Steering Committees and ensure that all project activities in Australia are coordinated efficiently with the support of selected Non-Key Experts.

The Project Manager will ensure that all activities are implemented smoothly, keep stakeholders regularly informed of progress, and uphold the highest standards of EU visibility across all project undertakings.

Qualifications and skills

  • Minimum Master Degree or equivalent diploma in social sciences, political sciences, international relations, law, economics, business or other discipline of relevance to the subjects of this contract; OR minimum Bachelor Degree and two years (440 working days) of full-time proven relevant professional experience additional to the requested general professional experience.
  • Excellent speaking, drafting and editing skills in English (C1 level).
    Proven advanced analytical skills and computer literacy are considered an asset.

General professional experience

  • Minimum ten years (2200 working days) of post-graduate professional experience in project management.
  • Minimum two years (440 working days) of post-graduate professional experience in project management as a project Team Leader.

Specific professional experience

  • Minimum five years (1100 working days) of post-graduate professional experience of working in one of the relevant fields, such as political/international/cultural/economic/trade/legal/ business/etc. affairs, public/cultural diplomacy, media, communication, academic research, etc.
  • Minimum three years (660 working days) of working experience in Australia.
  1. Non-Key experts

Qualifications and skills:

  • Minimum Bachelor Degree or equivalent diploma.
  • Fluency in English, and/or in languages of operational relevance for specific project activity
  • Previous professional experience of working in the Austrlia for the specific project activity will be considered an asset.

General professional experience:

  • Senior Expert: Requires a minimum of ten (10) years of relevant experience, with a strong background in trade, agriculture, climate and environmental issues, ocean governance, digital technology, research, youth engagement, and security. This experience is essential for fostering dialogues and partnerships that enhance mutual understanding and cooperation in these critical areas.
  • Junior Expert: Requires a minimum of five (5) years of relevant experience in the same fields. This role supports the expansion of dialogues and collaborations that contribute to a wider understanding and awareness of issues critical to EU-Australia bilateral relations, such as trade, culture, public diplomacy, security, and climate change.

Specific Professional Experience:

  • Relevant Experience: This encompasses demonstrated proficiency in advancing understanding and cooperation within key areas of shared interest between the EU and Australia, including trade, agriculture, climate and environmental issues, ocean governance, digital technology, research, youth engagement, and security.
