The intended start date for the project is 5 January 2026, and the contract’s implementation period will extend over 48 months from this date.

The primary place of operation will be Jakarta, Indonesia. Travel within ASEAN Member States and Timor-Leste may be necessary.

Project Description
Funded by the European Union, this vital initiative is designed to bolster the visibility and impact of EU external action in ASEAN and Timor-Leste. The project aims to measurably increase awareness and positive perception of the EU–ASEAN partnership, with a special focus on Global Gateway priorities and shared values. The overarching goal is to position the EU as a partner of reference among younger audiences across the region.

Expert Profiles

  1. Key Experts

1.1 Key Expert 1 – Team Leader (Estimated 880 working days) will be responsible for coordinating all work and for ensuring the timely delivery of the requested services, including maintaining rigorous quality control. S/he will also define the profiles and ad hoc missions of Non-Key Experts required during the project’s implementation. Applicants should note that higher scores will be awarded to expert profiles that demonstrate, in addition to meeting the minimum requirements, clear strengths in relation to the project’s objectives, expected outputs, and scope of work.

Qualifications and Skills (Minimum requirements):

  1. a) Master’s degree in advertising, marketing, content marketing, campaigning, or any other field relevant to this assignment, or a Bachelor’s degree in the same fields plus 4 years of additional relevant professional experience.
    b) Proficiency in English (oral and written), with demonstrated ability to work and prepare reports in English.

General Professional Experience (Minimum requirements):
c) At least 10 years of general professional experience in advertising, marketing, content marketing, or 360° campaigns.

Specific Professional Experience (Minimum requirements within the above ten years of general professional experience required )

d) A minimum of 2 years as a team leader overseeing and coordinating relevant activities, or equivalent short-term assignments totaling 24 months.
e) A minimum of 2 years managing campaigns, or equivalent short-term assignments totaling 24 months.
f) A minimum of 2 years working with the public sector or entities implementing actions/projects financed through public funds, or equivalent short-term assignments totaling 24 months.
g) Relevant professional experience working in Southeast Asia would be an asset.

  1. Non-Key Experts
    Additional non-key experts (e.g., Creative Director, Strategist, Media Planner, Videographer, Graphic/Motion Designer, Copywriter) will be mobilized during implementation.

Senior Experts: Minimum 7 years professional experience in relevant fields.
Junior Experts: Minimum 3 years professional experience in relevant fields.
