Civil Society Resilience Strengthening activity in Serbia (USAID project)
GDSI Ltd is looking for candidates to serve as the Chief of Party for the anticipated five-year USAID-funded Civil Society Resilience Strengthening activity in Serbia. USAID/Serbia is seeking assistance to help strengthen Serbia’s civil society resiliency by provision of capacity building, technical support, advocacy, public awareness and cross-sectoral cooperation through the Civil Society Resilience Strengthening activity (CSRS). The new CSRS activity will help improve civil society organizations’ ability to respond to shrinking civic space and improve the enabling environment so that it may continue to foster informed citizen participation in democratic processes. The position will be a full-time, five-year position based in Belgrade, Serbia.

Responsibilities:
The Chief of Party will be the main person responsible for ensuring the effective and efficient performance of all aspects of this Contract, including provision of Contract oversight, maintaining acceptable standards of quality for all assigned tasks and expected deliverables, including overall responsibility for leading and coordinating all activities; all required reports; and for staff management. S/he will serve as the main point of contact between USAID and the Contractor, frequently serving as a facilitator or co-facilitator of high-level discussions and fora among USAID staff and partners.
Requirements:
- A minimum of a Bachelor’s degree (a Master’s Degree would be an asset) in development studies, social sciences or other relevant disciplines;
- At least ten years of professional experience in supervising, designing, managing, and implementing donor-funded technical assistance projects, preferably in Serbia and/or Eastern Europe;
- Successful track record of managing projects and programmes aiming at strengthening civil society organisations, preferably those financed by USAID;
- Demonstrated experience in working effectively with local civil society and other local stakeholders, preferably in Serbia or Eastern Europe;
- Excellent teamwork, interpersonal, communication, presentation and facilitation skills;
- Experience of working in Serbia or Eastern Europe countries highly preferred;
- Familiarity with USAID’s objectives, approaches and operations;
- A previous experience as a Chief of Party and/or Deputy Chief of Party would be a strong asset;
- Fluency in English; knowledge of Serbian will be considered as an asset.
