Assignment Duration

Location

Key Expert 2 (Study Tour Expert): Brussels or proximity, Belgium.
Key Expert 3 (Alumni Coordinator): Home-based, United States. Missions in the United States and Europe are foreseen depending on project activities.
About the Assignment
This assignment will support the implementation of a large-scale EU-funded public diplomacy and education outreach programme designed to strengthen transatlantic understanding, people-to-people engagement, academic cooperation, and awareness of the European Union among US citizens. Activities will include academic competitions, study tours, alumni engagement, seminars, conferences, outreach campaigns, and communication activities targeting students, educators, young professionals, and multipliers across the United States.
Project Description
Funded by the European Union represented by the Service for Foreign Policy Instruments (FPI), this initiative aims to strengthen bonds between citizens of the United States and the European Union through education outreach, People-to-People (P2P) engagement, alumni activities, academic exchanges, and public diplomacy initiatives.
The project aims to improve understanding of the EU, its institutions, objectives, policies, and values among students, teachers, young professionals, academics, and wider stakeholders in the United States. Activities will support networking, knowledge sharing, educational outreach, and transatlantic cooperation through competitions, seminars, study tours, communication campaigns, and alumni engagement initiatives.
The overarching goal is to enhance US citizens’ trust in, appreciation of, and affinity for the European Union, its principles, and shared transatlantic values.
Expert Profiles
1. Key experts
1.1. Key Expert 1: Team Leader (senior, part-time, minimum 650 working days)- Home-based, United States
Qualifications and skills (Minimum requirements)
- Master’s degree or, in its absence, a Bachelor’s degree or equivalent diploma followed by at least 3 years of relevant post-graduate professional experience on top of the general professional experience required below
- C2 level of spoken and written English
- Other EU languages are considered an asset
General professional experience (Minimum requirements)
- Minimum 7 years of post-graduate professional experience in a sector relevant to the scope of the assignment, of which a minimum 3 years must be leading a team and managing projects of similar budget, type of activities, and duration
- Working experience in the US territory must be proven by at least one reference assignment/project included in the CV
Specific professional experience (Minimum requirements)
- Minimum 3 years of specific professional experience (included in the 7 years of general professional experience) in the fields of project management and education/youth
- Participation in at least one project implying knowledge and understanding of Project Cycle Management and Logical Framework (or ‘logframe’) approach
- Professional knowledge of the EU must be proven by at least one reference assignment/project included in the CV
- Participation in at least one similar project event management project of similar nature in scope, size, and/or contractual value would be an advantage
1.2. Key Expert 2: Study Tour Expert (junior, part-time, minimum 325 working days) – Brussels or proximity, Belgium.
Qualifications and skills (Minimum requirements)
- Bachelor’s degree or equivalent diploma followed by at least 3 years of relevant professional experience on top of the general professional experience required below
- B2 level of spoken and written English and French
- Other EU languages are considered an asset
General professional experience (Minimum requirements)
- Minimum 3 years of post-graduate professional experience in a sector relevant to the scope of the assignment
- Working experience relevant to the position must be proven by at least two reference assignments/projects included in the CV
Specific professional experience (Minimum requirements)
- Minimum 2 years of specific professional experience (included in the 3 years of general professional experience) in the fields of study tours, project management and/or education/working with young people
- Experience in organising at least one professional study tour or group excursion
- Professional knowledge of the EU and transatlantic relations would be considered an advantage
- Participation in at least one similar project, event management project of similar nature in scope, size, and/or contractual value would be considered an advantage
1.3. Key Expert 3: Alumni Coordinator (senior, part-time, minimum 250 working days)-** Home-based, United States.
Qualifications and skills (Minimum requirements)
- Bachelor’s degree or equivalent diploma followed by at least 3 years of relevant professional experience on top of the general professional experience required below
- C1 level of spoken and written English
- Other EU languages are considered an asset
General professional experience (Minimum requirements)
- Minimum 7 years of post-graduate professional experience in a sector relevant to the scope of the assignment
- Working experience relevant to the position must be proven by at least one reference assignment/project included in the CV
Specific professional experience (Minimum requirements)
- Minimum 5 years of specific professional experience (included in the 7 years of general professional experience) in the fields of professional development, education and/or project and events management with young people would be considered an advantage
- Professional knowledge of the EU and transatlantic relations would be considered an advantage
- Participation in at least one similar project, event management projects of similar nature in scope, size, and/or contractual value would be considered an advantage
2.Non-Key Experts
Category 1 – Education/Content Experts
Responsible for advising and assisting the Contracting Authority in the identification, development, and coordination of the education and programming content for all aspects of this contract. Experts should have knowledge and proven professional experience working on one or more of the following areas in the transatlantic (in both the US/Canada and European Union) context: undergraduate academic contests and students debates, secondary schools competitions, curriculum design, and academic study tours.
Minimum requirements
- Senior experts are considered to be those with relevant postgraduate professional experience of at least 7 years, while junior experts are considered to be those with postgraduate professional experience of at least 2 years. • B2 level of spoken and written English required.
Category 2 – Communications Experts
Will be responsible for communications, visibility, and outreach aspects of this contract. Experts should have knowledge and proven professional experience in public diplomacy, public relations, communication, social media, web development and marketing. Knowledge of EU and transatlantic affairs would be an asset.
Minimum requirements
- Senior experts are considered to be those with relevant postgraduate professional experience of at least 7 years, while junior experts are considered to be those with postgraduate professional experience of at least 2 years.
- B2 level of spoken and written English required.
Category 3 – Logistics/Events Experts, including Study Tours and Alumni Engagement
Will be responsible for supporting the logistical implementation of all activities foreseen in the contract. Experts should have proven professional experience in events management, study tours, networks and logistics.
Minimum requirements
- Senior experts are considered to be those with relevant postgraduate professional experience of at least 7 years, while junior experts are considered to be those with postgraduate professional experience of at least 2 years.
- B2 level of spoken and written English required.
