Location
The assignment is primarily home-based, with missions in Nepal (primarily Kathmandu, with nationwide travel as required).
About the Assignment
This is a high-visibility EU Facility supporting the European Union Delegation to Nepal across civil society, youth, and gender priorities. The assignment combines policy advisory, stakeholder engagement, capacity development, and strategic communication, delivered through a flexible, demand-driven mechanism. Experts will contribute to EU policy implementation, multi-stakeholder dialogue, analytical outputs, and innovative partnership models under the Global Gateway framework.
Expert Profiles
1. Key Experts
1.1 Key Expert 1: Team leader and Civil Society Expert (minimum 170 days)
The Team leader will provide strategic leadership and overall coordination of the assignment, ensuring high-quality, timely delivery of outputs, reporting, and project implementation. The role includes guiding and managing non-key experts, overseeing their contributions, and ensuring effective team performance. The Team leader will also deliver senior-level civil society expertise, supporting EU policies and frameworks (including the Civil Society Roadmap, Gender Action Plan/CLIP, and Human Rights and Democracy Strategy), and providing direction on analytical work, studies, and evaluations.
Qualifications and skills (Minimum requirements)
- Master’s degree in social sciences, international relations, international development, economics or related discipline (or Bachelor’s + 2 additional years of relevant experience in addition to general experience indicated below)
- Excellent command of English (written and spoken)C1/C2
General professional experience (Minimum requirements)
- Minimum 10 years of professional experience in civil society( 2,200 working days)
- Minimum 2 years of experience supporting an EU institution, preferably in EU external action ( 440 working days)
Specific professional experience (Minimum requirements)
- Minimum 3 years as Team Leader or equivalent, of a team of experts in fields related to engagement with Civil Society which include collaboration with diverse stakeholders and multiple organization ( 660 working days)
- Experience in conducting studies, analyses, evaluations and/or publications related to civil society
- Experience in Asian countries, and in particular in Nepal
- Experience in EU policies and or in supporting EU Delegation on civil society roadmaps and/or gender action plans
- Experience in the context of integrating civil society in the context of the EU Global Gateway 360 degree
1.2 Key Expert 2: Gender Expert (minimum 100 days)
The Gender Expert will lead the integration of gender equality and social inclusion across the assignment, in line with EU strategic priorities. The role includes providing technical and policy guidance, supporting implementation, and facilitating engagement with civil society, youth, and gender actors. The expert will oversee gender-related activities, contribute to capacity development and partnerships, support dialogue processes, and ensure effective monitoring, including gender approaches and PSEAH practices, as well as research and reporting.
Qualifications and skills (Minimum requirements)
- Master’s degree in gender studies, social sciences, international relations or related discipline (or Bachelor’s + 2 additional years of relevant experience in addition to general experience indicated below)
- Excellent command of English (written and spoken) C1/C2
General professional experience (Minimum requirements)
- At least 10 years of experience working on governance, democracy, gender equality, and/or civil society issues, with a strong focus on gender dynamics;
- Minimum 5 years professional experience on gender and social inclusion
Specific professional experience (Minimum requirements)
- Comprehensive understanding of EU strategic priorities and frameworks;
- Proven track record in designing, managing, and evaluating support modalities for civil society and international organisations, with a focus on capacity development for gender-related initiatives;
- Skilled in coordinating efforts among diverse organisations to ensure effective collaboration and programme synergy;
- Experience in organising consultation sessions and facilitating multi-stakeholder dialogues, particularly involving women’s groups and civil society organisations, with a focus on gender issues;
- Knowledge of gender monitoring and evaluation processes
- Familiarity with the socio-political context of Nepal, especially regarding gender dynamics, women’s rights, and empowerment initiatives
1.3 Key Expert 3: Youth Expert (minimum 100 days)
The Youth Expert will support the engagement and empowerment of young people across EU initiatives in Nepal. The role includes working closely with the Youth Sounding Board, supporting the design and implementation of its workplan aligned with the EU Youth Action Plan, and overseeing related activities. The expert will engage with youth stakeholders to ensure their perspectives are integrated into EU actions, contribute to policy discussions, and support delivery of youth-focused programmes, including workshops and capacity-building initiatives. The role also involves monitoring and evaluating youth engagement activities and ensuring youth participation is effectively integrated across all components of the Facility.
Qualifications and skills (Minimum requirements)
- Master’s degree in international development, social sciences, public administration, public policy, MBA or related discipline_(or Bachelor’s + 2 additional years of relevant experience in addition to general experience indicated below)_
- Excellent command of English (written and spoken) C1/C2
General professional experience (Minimum requirements)
- At least 3 years of experience working in youth engagement, development or related fields;
- Experience in coordinating multi-stakeholders activities and facilitating collaboration among diverse groups is an asset;
- Experience in managing Youth Sounding Board is an asset.
Specific professional experience (Minimum requirements)
- Experience with the design, management, and evaluation of initiatives supporting young people, particularly mobilisation and engagement;
- Ability to collaborate effectively with civil society organisations and other stakeholders to promote youth interests;
- Proficiency in developing training materials and organising youth-focused workshops and events is an asset;
- In-depth knowledge and understanding of youth issues in Asia, and possibly in Nepal, is an asset;
- Knowledge and experience with EU global youth policies and programs is an asset;
- Knowledge of Nepali is an asset.
1.4 Key Expert 4: Communication and Knowledge Sharing Expert (minimum 100 days)
The Communication and Knowledge Sharing Expert will coordinate knowledge management and communication activities across the Facility, ensuring effective integration of civil society, gender, and youth components. The role includes supporting overall coordination, leading the capitalisation and dissemination of knowledge, and providing guidance to key and non-key experts on communication and learning activities. The expert will develop communication strategies and materials for workshops and trainings, and ensure the effective use of digital platforms for knowledge sharing and outreach.
Qualifications and skills (Minimum requirements)
- Master’s degree in communication, journalism, public relations, social sciences, economics or related discipline_((or Bachelor’s + 2 additional years of relevant experience in addition to general experience indicated below_
- Excellent command of English with proficient drafting skills.C1/C2
General professional experience (Minimum requirements)
- At least 3 years of professional experience in a similar role or in project management;
- In-depth understanding of civil society organizations (CSOs) and youth in Nepal and their role in development, governance, and advocacy.
Specific professional experience (Minimum requirements)
- Strong writing skills with the ability to create communication and training materials;
- Experience in coordination and facilitation of workshops/ seminars/trainings;
- Proficiency in digital communication and strong command of information and communication technologies, including social platforms;
- Experience in EU funded programs and in EU communication is an asset;
- Ability to understand and speak Nepali is an asset.
2. Non-Key Experts
We are also seeking expressions of interest from Non-Key Experts with relevant expertise to support the Facility across civil society, youth, human rights, gender and social inclusion, as well as Global Gateway priority areas (climate and energy, education, digital).
Non-Key Experts will contribute to:
- Delivery of technical expertise, trainings, and thematic studies
- Monitoring, evaluation and learning (MEL) activities
- Preparation of studies, reports, and analysis on civil society, youth engagement, and gender mainstreaming
- Facilitation of structured dialogues and consultations using participatory and context-sensitive approaches
- Communication and coordination of EU initiatives, including development of communication materials
- Mentorship and capacity support to the Youth Sounding Board
- Capacity development and organisational strengthening of civil society and gender actors, including development of training and learning materials
Minimum requirements:
- Senior experts: minimum 10 years of relevant experience
- Junior experts: minimum 3 years of relevant experience
