Assignment Duration

The intended start date for the project is 1 October 2026, and the contract’s implementation period will extend over 48 months from this date.

Location

The primary place of operation will be Dhaka, Bangladesh. Experts are expected to spend at least 80% of their allocated working days in Bangladesh.

About the Assignment

This EU-funded technical assistance contract will deliver targeted advisory support and capacity-building to strengthen Public Finance Management (PFM) in Bangladesh, with a focus on digitising tax administration, improving fiscal planning and macroeconomic statistics, and advancing accountability and citizen engagement in budget processes.

Project Description

Funded by the European Union, this vital initiative is designed to support the implementation of Bangladesh’s PFM Reform Strategy 2025–2030. The project aims to modernise core public finance functions through fit-for-purpose digital systems and strengthened institutional capacity, covering revenue administration, fiscal strategy, budget planning, macroeconomic statistics, and audit and oversight tools. The overarching goal is to enable Bangladesh to plan, allocate, and use public resources transparently and efficiently, translating public spending into improved, more equitable public services for all citizens.

Expert Profiles

1. Key Experts

1.1. Key Expert 1: Team Leader – Public Finance Expert (704 working days, 0.8 FTE)

Qualifications and skills (Minimum requirements)

1.1 A Master’s degree in economics, finance, accounting, law or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience).
1.2 Excellent command of oral and written English (C1).

General professional experience (Minimum requirements)

2.1 At least 7 years of experience in public finance management.

Specific professional experience (Minimum requirements)

3.1 Team leadership and project management: At least 5 years of experience in a team-lead/management role delivering policy dialogue and technical assistance in support of public finance reform programmes.
3.2 Budget process modernisation (asset): Experience supporting the modernisation of budget planning, execution and/or monitoring systems, including performance-based budgeting and results-oriented management, will be an advantage.
3.3 Regional experience (asset): Previous experience working on PFM and/or PFM reforms in developing countries will be an advantage.

1.2. Key Expert 2: Data and Statistics Expert (704 working days, 0.8 FTE)

Qualifications and skills (Minimum requirements)

1.1 A Master’s degree in statistics, data science, economics, mathematics or another relevant quantitative field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience).
1.2 Excellent command of oral and written English (C1).

General professional experience (Minimum requirements)

2.1 At least 7 years of experience in data analysis, statistical modelling and/or quantitative research in the public sector.

Specific professional experience (Minimum requirements)

3.1 Development and enhancement of data systems: At least 5 years of experience designing and implementing statistical data-collection systems/surveys and/or data quality assurance processes within the public sector.
3.2 Regional experience (asset): Previous experience in data management/statistics in developing countries will be an advantage.

Key Expert 3: Revenue Governance Expert (704 working days, 0.8 FTE)

Qualifications and skills (Minimum requirements)

1.1 A Master’s degree in economics, financial management, law or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience).
1.2 Excellent command of oral and written English (C1).

General professional experience (Minimum requirements)

2.1 At least 7 years of experience strengthening revenue collection, and/or tax and/or customs compliance management frameworks.

Specific professional experience (Minimum requirements)

3.1 Implementation of revenue policies and reforms: At least 5 years of proven experience implementing and/or optimising revenue policies and reform programmes.
3.2 Tax administration modernisation (asset): Experience supporting the modernisation of tax and/or customs administrations, including the use of technology to improve efficiency, compliance and revenue collection, will be an advantage.
3.3 Regional experience (asset): Previous experience in revenue collection, and/or tax and/or customs compliance management frameworks in developing countries will be an advantage.

1.4. Key Expert 4: Senior Policy Advisor (616 working days, 0.7 FTE)

Qualifications and skills (Minimum requirements)

1.1 A Master’s degree in economics, finance, public policy, law, public administration or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience).
1.2 Excellent oral and written English (C1) and Bangla (C1).

General professional experience (Minimum requirements)

2.1 At least 7 years of experience in public financial management, fiscal policy and/or public administration, with a proven track record of engaging in policy dialogue with government counterparts.

Specific professional experience (Minimum requirements)

3.1 PFM reform design and implementation: At least 5 years of experience working with the Ministry of Finance/Planning/Economy or similar government institutions on the formulation, review and/or implementation of national PFM policies and/or strategies.
3.2 Capacity building, institutional strengthening and civil society engagement (asset): Experience designing and delivering training/workshops for government officials and CSOs, including to support effective participation in budget processes and advocacy for fiscal accountability and transparency, will be an advantage.
3.3 Regional experience (asset): Previous experience in South Asian countries will be an advantage.

2. Non-Key Experts

Non-key expert profiles required include (but are not limited to): IT Architect, Procurement Specialist, Change Management Expert, Gender/Climate Responsive Budget Expert, Monitoring & Evaluation Expert, Communication/Knowledge Management Expert, and Legal Expert. Senior non-key experts must have at least 10 years of relevant professional experience; junior non-key experts at least 3 years. All non-key experts must hold a university degree in a relevant field, or demonstrate 4 additional years of relevant professional experience in its absence.
