About the Assignment:
This Technical Assistance supports Output 3 of the Resilient and Inclusive Economic Corridor Improvement Project, focusing on increasing the entrepreneurial capacity of women and improving access to financial services in the Syunik region of Armenia. The assignment combines market assessment, capacity building, business incubation, mentorship, and financial inclusion measures, with all activities aligned to ADB gender mainstreaming principles.

1. Key experts
1.1 Key Expert 1: National MSME Development Specialist / Team Leader (8 person-months, intermittent)
Qualifications and Skills (Minimum Requirements)
- Advanced degree in business management, economics, or other relevant discipline
- Strong training and work experience on gender and enterprise development
- Good oral and written communication and presentation skills in Armenian and English
General Professional Experience (Minimum Requirements)
- At least 10 years’ relevant experience in leading teams for international development projects
- Experience with ADB projects is an asset
Specific Professional Experience (Minimum Requirements)
- Designing and implementing business and marketing strategies for women’s enterprises.
- Strong knowledge and experience in gender assessments and researches Experience working with multiple stakeholders, including: Government, Academia, Private sector, Civil society organisations (CSOs).
1.2 International Women MSME Development Expert (4 person-months, intermittent)
Qualifications and Skills (Minimum Requirements)
- Graduate degree in economics, business management or other relevant discipline.
- Excellent oral and written communication and presentation skills in English.
General Professional Experience (Minimum Requirements)
- At least 8 years of international experience in designing and implementing programs to support MSME development.
- Experience advising institutions providing non-financial support to MSMEs, in particular women entrepreneurship.
Specific Professional Experience (Minimum Requirements)
- Experience working in Eastern Europe and/or Central and West Asian countries is preferred.
1.3 International MSME Finance Specialist / Gender (2 person-months)
Qualifications and Skills (Minimum Requirements)
- Graduate degree in economics, business management or other relevant discipline.
- Excellent oral and written communication and presentation skills in English.
General Professional Experience (Minimum Requirements)
- At least 8 years of international experience in the financial sector.
Specific Professional Experience (Minimum Requirements)
- Experience in structuring and/or administering financial support programs for MSMEs.
- Experience in loan guarantee programs and schemes targeting particular groups (e.g. women entrepreneurs).
- Review and design of financial products, credit risk systems, and training for financial institutions.
1.4 National Capacity Building Specialist (8 person-months, intermittent)
Qualifications and Skills (Minimum Requirements)
- Advanced degree in business management, economics, development education, or other relevant field.
- Excellent oral and written communication and presentation skills in Armenian and English.
- Excellent organisational and planning abilities.
- Excellent oral and written communication and presentation skills in Armenian and English.
- Substantial knowledge of gender and development principles and concepts, including application in development of instructional and training materials.
General Professional Experience (Minimum Requirements)
- At least 5 years’ relevant experience in MSME development, training, and capacity development.
Specific Professional Experience (Minimum Requirements)
- Experience in development of instructional materials related to: Enterprise development and TVET skill trainings.
1.5 National Business Development Specialist (8 person-months, intermittent)

- Graduate qualification in business management, economics or other relevant discipline.
- Excellent oral and written communication and presentation skills in Armenian and English.
General Professional Experience (Minimum Requirements)
- At least 5 years of experience in providing business development support and training.

- Experience with initiatives providing support to women.
