Assignment Duration
The intended start date is Q4 2025, with a 44-month implementation period from the project start date.
Location
The project will be implemented in Priština, Kosovo, with possible short-term missions throughout Kosovo and limited home-based work (up to 20%).

This flagship EU-funded project will strengthen the strategic planning, reporting, and management capacities of Kosovo’s institutions in implementing reforms under the EU Reform and Growth Facility (2024–2027).

Project Description
Funded by the European Union, the EU Integration Support Facility is a key technical assistance project designed to enhance the impact, efficiency, and sustainability of EU funding in Kosovo. The project aims to:
- Strengthen strategic planning, reporting, and communication of reforms required for EU accession;
- Improve institutional and operational capacity for managing EU assistance;
- Update Kosovo’s Single Project Pipeline and increase participation in EU programmes.
Beneficiaries include the Development Cooperation Office (DCO/NIPAC) under the Office of the Prime Minister and all line ministries engaged in the EU Reform and Growth Facility.
Expert Profiles
1. Key experts
Key Expert 1: Team Leader / Policy Reform Expert
Qualifications and skills
- Master’s degree or Bachelor’s degree plus 4 years in addition to the required general professional experience (Law, Economics, Public Administration, Political Science or Social Sciences will be an advantage);
- A professional diploma/certificate on leadership or human resources management will be an advantage;
- Excellent spoken and written English.
General professional experience
- At least 10 years of professional experience in areas pertaining to strategic planning and programming of public policies;
- Experience as a senior expert in at least one IPA-funded project will be an advantage.
Specific professional experience
- At least 4 years of experience as a Team Leader in programme/project management or country/thematic evaluation during the last 15 years;
- Experience as a team leader supporting inter-ministerial/inter-institutional coordination during the last 15 years will be an advantage;
- Experience working in EU acquis alignment will be an advantage.
Key Expert 2: EU External Assistance Expert
Qualifications and skills
- Master’s degree, or Bachelor’s degree plus 4 years in addition to the required general professional experience;( Law, Economics, Public Administration, Political Science or Social Sciences will be an advantage)
- Excellent spoken and written English;
General professional experience
- At least 7 years of professional experience in areas pertaining to management of EU external assistance and/or public funds;
- Experience as an expert in at least one IPA-funded project will be an advantage.
Specific professional experience
- Experience in results-based reform programmes (planning, programming, implementation or evaluation) in at least two projects as a senior expert;
- Experience in budget-support operations or similar in at least one project will be considered an advantage;
- Experience in supporting government institutions in implementation of budget support in at least one EU-funded project will be considered an advantage.
2. Non-Key Experts
- Senior Experts: University degree (Master’s degree preferable) and a proven minimum of 7 years of general professional experience in area(s) targeted by their assignment.
- Junior Experts: University degree and a proven minimum of 5 years of general professional experience in area(s) targeted by their assignment.
- Proven specific professional experience in fields relevant to the assignment such as justice and home affairs, legal approximation, democracy and governance, public financial management and audit, competitiveness, trade promotion and facilitation, labour market and skills, education and employment, agriculture, energy, transport, environment, gender equality, fundamental rights and civil society, and any other field necessary for achievement of the project’s objectives.
- For Senior Experts, experience in an EU Member State institution will be considered an advantage.
- Fluency in written and spoken English.
- Excellent communication, analytical, and team-working skills, with proven report-drafting ability.
