Project Description
Funded by the European Union, this flagship initiative aims to ensure effective, smart and creative communication about the EU and the accession process. The project will:
- Manage an efficient network of Europe Houses (EH) across North Macedonia, acting as youth hubs.
- Deliver impactful public diplomacy on behalf of the EU Delegation.
- Provide technical assistance to strengthen EU communication and visibility.
The overarching goal is to raise awareness of EU values and policies, build trust and understanding among citizens, and position the EU as North Macedonia’s key partner on its path to membership.
Assignment Duration
The intended start date is 16 January 2026, with a total implementation period of 60 months.
Location
The primary place of operation will be Skopje, with activities in Europe Houses in Kriva Palanka, Strumica, Bitola, Veles, Struga, Tetovo (and potentially Kočani). Travel across the country may be necessary.

Expert Profiles
1. Key Experts
1.1 Key Expert 1: Team Leader (800 working days; primarily based at EH Skopje)
Leads and oversees the Europe House (EH) network across North Macedonia. Ensures planning, implementation, and quality control of all EH activities, with primary responsibility for the annual activity plan. Provides guidance and fosters team spirit across seven EH locations, ensuring efficient use of resources, smooth operations, and crisis management. Acts as the main point of contact for partners, stakeholders, and the EU Delegation, advising on strategic issues and ensuring trustful cooperation. Oversees all three project components, with a focus on EH management (Component 1) and in-depth oversight of public diplomacy and technical assistance (Components 2 & 3). Requires strong knowledge of media, communications, marketing, and EU–North Macedonia relations, as well as proven experience with EU-funded projects and PRAG procedures.
Qualifications and skills
- Bachelor’s degree in Economy, Law, European Studies, Communication, Marketing, Journalism, Social/Political Sciences, Business Administration, or similar.
- Fluency in English (written and spoken).
- Knowledge of Macedonian and/or Albanian will be considered an asset.
General professional experience
a) Minimum 3 (preferably 5) years of post-graduate professional experience in managing communication and information projects in EU Member States and/or ENEST countries.
Specific professional experience
a) Leadership and team management of minimum two (2) public awareness and information & communication projects aimed at general public (EU communication, marketing, branding, elections, public awareness campaigns, issue/policy advocacy, development and implementation of information & communication campaigns, other) over the last 7 years.
b) Proven track-record experience with management and implementation of EU-funded project and familiarity with PraG procedures (incl. financial reporting).
1.2 Key Expert 2: Deputy Team Leader (800 working days; primarily based at EH Skopje)
Second-in-command of the Europe House (EH) network, supporting the Team Leader and managing day-to-day operations. Coordinates local EH teams and Network Managers to ensure innovation, quality, and alignment with EH Skopje. Acts as the main contact point for young people, multipliers, and the Young European Ambassadors network. Proactively promotes the EH network to attract new audiences and strengthen engagement. Leads the design and delivery of the EU Delegation’s Public Diplomacy Plan (Component 2), ensuring effective communication of EU assistance, programmes, and values. Based full-time in Skopje with regular visits to regional EHs.
Qualifications and skills
a) Bachelor’s degree in Economy, Law, European Studies, Communication, Marketing, Journalism, Social/Political Sciences, Business Administration, or similar.
b) Fluency in English (written and spoken).

1.3 Key Expert 3: Event Executive (700 working days; primarily based at EH Skopje)
Manages and delivers Europe House (EH) events across the network, working closely with the Team Leader and Deputy. Plans and implements a wide range of activities—large public events, debates, conferences, press briefings, cultural/sports events, and VIP visits—ensuring clear strategy, objectives, and strong media engagement. Oversees logistics, permits, and coordination with staff, contractors, and partners. Supervises Local Events Coordinators, liaises with civil society, media, academia, and government, and ensures EH contributions to the EU Delegation’s public information and communication events (Component 3). Based full-time in Skopje with visits to regional EHs.
Qualifications and skills
a) Bachelor’s degree in Economy, Law, European Studies, Communication, Marketing, Journalism, Social/Political Sciences, Business Administration, or similar.

2. Non-Key Experts
2.1 Public Space Managers (up to 8 full time posts : Skopje, Kriva Palanka, Strumica, Bitola, Veles, Struga and Tetovo – and potentially Kočani)
Responsible for the daily functioning of Europe Houses (EHs) as safe, vibrant public spaces. Tasks include organising and supporting events, ensuring visitor services, maintaining facilities, handling public queries, and basic bookkeeping. Managers also build local partnerships and foster community engagement. In regional EHs, they manage local social media accounts; in Skopje, they additionally oversee bookkeeping, contracts, sponsorships, and payments. Requires a Bachelor’s degree and relevant experience in public space management, administration, or bookkeeping.
Qualifications and skills

b) Knowledge of Macedonian and/or Albanian; English desirable.
General professional experience
a) Minimum 2 years of relevant work experience in public space management, office assistance, bookkeeping, archiving, or recording.
Specific professional experience
a) Experience in supporting organisation of events and activities in public/community spaces.
b) Experience with daily operations and financial/logistical support in cultural, civic, or communication-related institutions.
2.2 Brand Manager (1 full post at EH Skopje)
Responsible for shaping and maintaining the Europe House (EH) brand identity and image. Ensures the network is consistently perceived positively by young people and the wider public. Oversees brand strategy, awareness campaigns, and strategic programme activities that influence public perception. Manages budgets, including media buying, allocates resources, and analyses brand performance to strengthen EH visibility and positioning.
Qualifications and skills
a) Bachelor’s degree.
b) Fluency in English; knowledge of Macedonian and/or Albanian desirable.
General professional experience
a) Min 5 years of relevant experience over in brand development, implementation, and oversight.
Specific professional experience
a) Proven expertise in managing and promoting brands, preferably in communication or youth-focused projects.
b) Knowledge of the EU and ability to apply branding to EU-related communication.
2.3 Events Manager (1 full time post at EH Skopje)
Oversees the full cycle of Europe House events—from planning and logistics to execution and post-event evaluation. Manages budgets, coordinates vendors and stakeholders, and ensures smooth attendee experience. Builds strong communication with partners, applies negotiation skills to secure quality outcomes, and delivers events under both programme components with a strategic communication approach

b) Fluency in English; knowledge of Macedonian and/or Albanian desirable.
General professional experience
a) Min 5 years relevant work experience in event management, organisation, and logistics.
Specific professional experience

2.4 Creative Manager 1 full time post at EH Skopje)
Leads the development and promotion of Europe House creative content across web, social media, and A/V platforms. Coordinates EH teams and creative professionals to deliver high-quality, on-brand outputs on time and within budget. Maintains and updates website content, photo/video galleries, and identifies new content opportunities. Works closely with the Brand Manager and designers to ensure a consistent EH identity, while adapting content to audience interests and EU Delegation priorities.
Qualifications and skills
a) Bachelor’s degree.
b) Fluency in English; knowledge of Macedonian and/or Albanian desirable.
General professional experience
a) Min 5 years of relevant experience in managing creative content development.
Specific professional experience
a) Experience in motivating and guiding creative teams (designers, writers, artists).
b) Knowledge of EU communication standards and ability to align creative work with EU branding.
2.5 Content and Social Media Manager 1 full time post at EH Skopje)
Manages the Europe House network’s social media presence (full responsibility) and supports EUD channels (shared). Develops strategies, creates engaging content, runs campaigns, and interacts with audiences to strengthen EH brand awareness and engagement. Ensures consistent messaging and visual identity across platforms (Facebook, Instagram, X, YouTube, etc.), monitors trends, and applies best practices to boost EH’s online visibility. Must deliver high-quality content under tight deadlines.
Qualifications and skills
a) Bachelor’s degree.
b) Fluency in English; knowledge of Macedonian and/or Albanian desirable.
General professional experience
a) Min 5 years of proven experience in managing social media platforms.
Specific professional experience
a) Experience in creating and implementing social media strategies.

2.6 Press and Media Officer (1 post)
Serves as the link between the Europe House network and the press, promoting a positive public image. Handles media enquiries, prepares press releases, and pitches stories to maintain journalist interest in EH initiatives. Ensures visibility across print, broadcast, and digital media, while monitoring coverage and safeguarding the EH network’s reputation.
Qualifications and skills
a) Bachelor’s degree.
b) Strong written and spoken skills in Macedonian, Albanian, and English.
General professional experience
a) Min 5 years of relevant work experience in PR, media, communications, journalism, or marketing.
Specific professional experience
a) Experience liaising with media and journalists.
b) Experience in writing press releases and media briefings.
c) Knowledge of EU policies and communication approaches.
2.7 Network Managers (up to 7 full-time posts in the local EHs (Kriva Palanka, Strumica, Bitola, Veles, Struga and Tetovo – and potentially Kochani )
Manages local Europe House networks, strengthening links with regional audiences and safeguarding EH brand image. Engages existing and new audiences through interactive activities (polls, quizzes, surveys), fosters participation, and builds community dynamism. Tracks local and regional trends, responds strategically to emerging issues, and coordinates closely with Events Coordinators and the Deputy Team Leader. Encourages peer-to-peer exchange to share know-how and create synergies across the network.
Qualifications and skills
a) Secondary or higher education (Bachelor’s degree not mandatory).
b) Knowledge of Macedonian and/or Albanian; English desirable.
General professional experience
a) Min 2 years of relevant experience in coordination of community or youth groups.
Specific professional experience
a) Experience in audience engagement, polls, surveys, or outreach activities.
b) Familiarity with EU or donor-funded communication programmes desirable.
2.8 Events Coordinators (up to 7 full-time posts in the local EHs (Kriva Palanka, Strumica, Bitola, Veles, Struga and Tetovo – and potentially Kochani))
Plans and delivers Europe House events under both scheduled programmes and ad-hoc requests. Designs and organises public activities—from debates and lectures to large-scale outdoor campaigns—combining creativity with strong planning and budgeting skills. Ensures all logistical aspects run smoothly, creates engaging event atmospheres, and develops innovative ideas based on community feedback. Works closely with the Events Manager and Network Managers, promoting peer exchange and synergy across the EH network

A flexible pool of specialists providing short-term support. Profiles may include graphic designers, photographers, video producers, communication designers, art directors, copywriters, and production managers (non-exhaustive)
