Assignment Duration:

Project Description:
Funded by the European Union, this vital initiative is designed to bolster the visibility, understanding, and perception of the EU in Tanzania. The project aims to deliver a multi-annual communication strategy and public diplomacy campaigns that engage both general and specialist audiences, build long-term partnerships, and increase awareness of the EU’s contributions to Tanzania’s development priorities. The overarching goal is to position the EU as a strategic and reliable partner among key target audiences.
Assignment Duration:

Expert Profiles
- Key Experts
1.1 Key Expert 1 – Team Leader (Full-time Marketing Strategist)
Qualifications and Skills (Minimum Requirements):
- At least a Master’s Degree in communication, marketing, public relations, media or related disciplines, or a university degree in the above-mentioned or directly related disciplines.
- Demonstrated team leader experience for at least 2 years.
- Experience in dealing with Tanzanian issues is also an asset.
- Proficient (C2) in English. Knowledge of Swahili is an asset.
General Professional Experience (Minimum Requirements):
- At least 10 years of relevant professional experience in:
- Managing marketing or communication-related contracts.
- Coordinating the implementation of public relations.
- Supervising teams of marketing or communication experts.
Specific Professional Experience (Minimum Requirements):
- Ability to prepare and lead communication strategies and campaigns.
- Ability to understand the related political development and technical background.
- Ability to write clearly.
- Excellent communications skills.
- Ability to work within a team and meet strict deadlines.
1.2 Key Expert 2 – Full-time Marketing Executive
Qualifications and Skills (Minimum Requirements):
- At least a university degree in business administration, communication, journalism, marketing, public relations, media or directly related disciplines.
- Experience with blogging/vlogging.
- Experience regarding photography and videography.
- Experience in the field of information and communication.
- Knowledge of communication in the Tanzanian context is an asset.
- Proficient (C1) in English and Swahili.
General Professional Experience (Minimum Requirements):
- At least 6 years of proven experience in:
- Organising marketing or communication campaigns targeting Tanzanian audiences.
- Contracting suppliers and service providers for marketing events and communication products.
- Arranging and content creation for social media.
Specific Professional Experience (Minimum Requirements):
- Managing at least 1 marketing or communication campaign in Tanzania.
- Ability to work within a team and meet strict deadlines.
- Non-Key Experts
Non-Key Experts will be mobilised as needed throughout the project to deliver a wide range of activities, including content production, campaign implementation, monitoring and evaluation, and event management.
Qualifications and Requirements (Indicative):
Non-Key Experts should have:
- Relevant professional qualifications in their respective fields (e.g., marketing, communications, journalism, media production, design, event management, monitoring and evaluation).
- Demonstrated professional experience appropriate to their role (e.g., experience producing high-quality audiovisual content, managing social media campaigns, designing communication materials, coordinating public events, or carrying out perception surveys).
- Excellent command of English (C1 or higher). Knowledge of Swahili and familiarity with Tanzanian cultural and media contexts will be considered strong assets.
- Ability to work effectively in multidisciplinary teams and deliver high-quality outputs within tight deadlines.
- Proven track record in similar assignments, preferably involving international organisations or development cooperation projects.
- Strong understanding of communication standards and branding guidelines, ideally including experience with EU-funded external actions.
- All experts must be independent and free from conflicts of interest in the responsibilities they take on.
