The project’s intended start date is 20/05/2025, and the contract’s implementation period will extend over 36 months from this date.

Santo Domingo, Dominican Republic, with activities covering various locations in the country and potential travel as required.

Project Description:

Funded by the European Union and managed by the European Commission through the Delegation of the EU to the Dominican Republic, this initiative aims to increase awareness and perception of the EU-DR partnership. The project supports strategic communication efforts and public diplomacy actions to highlight the EU’s role and cooperation priorities under the Global Gateway strategy.

The overarching goal is to position the EU as a trusted and reliable partner of the Dominican Republic through innovative communication campaigns and engagement strategies.

Expert Profiles:

1.1. Key Expert 1: Team Leader

The Team Leader will be responsible for coordinating the work conducted by the Project Team and ensuring the timely delivery of the requested services described under these terms of reference.

Qualifications and Skills:

  • Master’s degree or equivalent degree in public relations, communication, journalism, marketing and advertisement or any other field relevant to this assignment.
  • OR a Bachelor’s degree in the above-mentioned subjects; in this case, an additional equivalent of three years of professional experience in the communication sector will have to be demonstrated in addition to the general professional experience.
  • Proficiency in Spanish (oral and written).

General Professional Experience:

  • A minimum of ten years of professional experience in communication, public relations, or marketing and advertisement.

Specific Professional Experience:

Within the above ten years of professional experience required:

  • At least two years of professional experience working specifically in communication, public relations, or marketing and advertisement in the fields of public diplomacy, public relations, or communication on development cooperation and/or humanitarian aid.
  • At least two years of experience as a team leader in overseeing and coordinating the organisation of events of national or international audience or equivalent assignments.
  • At least two years of demonstrated experience in managing online and offline public communication campaigns.
  • Previous work with an embassy or international organisation is considered an asset.

1.2. Key Expert 2: Creative Director

The Creative Director will be responsible for leading the project’s creative strategies, overseeing content development, and ensuring the alignment of communication materials with project objectives.

Qualifications and Skills:

  • A Master’s Degree in Marketing, Communications, Fine Arts, Graphic Design, or a related field.
  • OR An undergraduate degree in the above-mentioned disciplines, with an additional three years of relevant professional experience over and above the relevant professional experience listed below.
  • Strong strategic thinking mindset with the ability to align creative efforts with overall objectives and the ability to adapt to evolving trends and technologies in the creative and communications industry.
  • Demonstrated creative proficiency in graphic design and multimedia production and an advanced understanding of design principles.
  • Excellent written and verbal communication skills.

General Professional Experience:

  • At least seven years of experience in creative leadership roles within advertising agencies, marketing departments, or related fields.
  • Proven track record of successful campaign development and execution.
  • Strong understanding of market trends and consumer behaviour, with the ability to translate insights into creative strategies.

Specific Professional Experience:

  • At least five years of brand development experience, including direct involvement in the development and evolution of brand identities for large organisations.
  • At least five years of experience in conceptualizing and overseeing the execution of integrated marketing campaigns, including digital, print, and experiential components.
  • At least five years of proven experience in creating digital content and social media campaigns and a deep understanding of online user behaviour.
  • At least five years of experience in managing creative budgets effectively, optimizing resources to achieve maximum impact.
  • Demonstrated success in engaging with clients, understanding their objectives, and presenting creative solutions that meet and exceed expectations.
  1. Non-Key Experts

Roles and Requirements:

Junior and Senior experts should have a University degree (preferably a Master’s degree) and fluent written and oral communication skills in Spanish as a minimum requirement.

  • Junior Non-Key Experts: At least three years of professional experience in the sector relevant to their expertise.
  • Senior Non-Key Experts: At least ten years of professional experience in the sector relevant to their expertise.
