The intended start date for the project is 1 September 2025  and the contract’s implementation period will extend over 32 months from this date.

The primary place of operation will be Ankara, Türkiye.

Travel within Türkiye may be necessary.

About the Assignment:

Join us in a transformative journey to enhance Türkiye’s EU integration process through strategic civil society support initiatives. This pivotal project seeks dynamic experts to lead initiatives in civil society development, public awareness, and capacity building. You will be instrumental in shaping policies, enhancing public awareness, and driving Türkiye towards compliance with EU standards. Your expertise will contribute to national reforms in civil society engagement and capacity building, paving the way for a more integrated and cooperative future.

Project Description:

Funded by the European Union, this vital initiative is designed to bolster Türkiye’s journey toward EU integration through focused civil society reforms. The project aims to elevate Türkiye’s practices to EU standards, particularly in the areas of civil society support, capacity building, and public engagement. By implementing strategic activities including the establishment of comprehensive support systems for civil society organizations and enhanced legal frameworks, the project will significantly improve Türkiye’s civil society policies and practices. The overarching goal is to align Türkiye’s operational and legislative frameworks with EU regulations, fostering sustainable development and paving the way for EU accession.

Expert Profiles:

Key Experts:

Key Expert 1: Team Leader (minimum of 400 days- when not on mission 100% in Ankara)

Qualifications and skills (Minimum requirements):

  • Hold a bachelor or higher degree. In the absence of such degree, at least six additional years of working experience to the years and in the fields requested in the general professional experience.
  • At least four (4) years of experience as team leader.
  • Excellent command of written and spoken English and Turkish
  • Full computer literacy in office applications.

General professional experience (Minimum requirements):

  • Minimum of seven (7) years of professional working experience in a relevant field such as Civil Society or human rights.
  • Minimum of five (5) years’ experience working on policies and/or program management related to civil society development and/or work related to NGOs.

Specific professional experience (Minimum requirements):

  • The Team Leader must have at least six(6) years’ experience in one or more of the following subjects:
    • Preparation, promotion, management and implementation of Civil Society projects/programmes.
    • Previous experience working with the EU or other national/international organizations or agencies.

Key Expert 2: Civil Society Sector Expert (minimum 300 days- when not on mission 100% in Ankara)

Qualifications and skills (Minimum requirements):

  • Hold a bachelor or higher degree. In the absence of such degree, at least six additional years of working experience to the years and in the fields requested in the general professional experience.
  • Excellent command of written and spoken English and Turkish
  • Full computer literacy in office applications.

General professional experience (Minimum requirements):

  • Minimum five (5) years of professional working experience in a relevant field such as Civil Society or human rights.
  • Minimum two (2) years’ experience working on policies and/or program management related to civil society development and/or work related to NGOs.

Specific professional experience (Minimum requirements):

  • The expert must have at least four (4) years’ experience in one or more of the following subjects:
    • Preparation, promotion, management and implementation of Civil Society projects/programmes.
    • Designing and conducting training for Civil Society Organisations.
    • Coordinating information, awareness and/or visibility activities (campaigns, events, websites, trainings, etc.), targeting civil society.

Key Expert 3: Communication Expert (minimum 300 days- when not on mission 100% in Ankara)

Qualifications and skills (Minimum requirements):

  • Hold a bachelor or higher degree. In the absence of such degree, at least six additional years of working experience to the years and in the fields requested in the general professional experience.
  • At least four (4) years of experience in managing social media campaigns.
  • Excellent command of written and spoken English and Turkish
  • Full computer literacy in office applications.

General professional experience (Minimum requirements):

  • Minimum six (6) years of professional working experience as a communication expert.

Specific professional experience (Minimum requirements):

  • The communication expert must have at least four (4) years’ experience in two or more of the following subjects:
    • Promoting/communicating on EU or other national/international organizations or agencies funded projects.
    • Experience in coordinating information, awareness and/or visibility activities (campaigns, events, websites, trainings, etc.), targeting Civil Society.
    • Designing and conducting training for civil society organizations.
    • Experience of working with and/or for civil society organizations.

Non-Key Experts:

  • One non-key Civil Society Support Expert: coordination of ACM compliance check process & implementation.
  • One non-key expert responsible for the ACM hotline.
  • One non-key communication/IT expert knowledgeable in management and/or monitoring information systems and with proven experience in data production and analysis (MIS).
  • One non-key finance and accounting expert dealing with the financial side of the ACM (preparation of incidental budget plan, financial planning and monitoring, eligibility check of expenditures, etc.).
  • One non-key Event Coordinator dealing with all event-related activities under Activity Packages 1 and 2.
  • One non-key Mobility & Networking Coordinator dealing with all mobility & networking related activities under the ACM.

In addition, non-key experts should be available to provide expertise to ACM beneficiaries (pool of experts). Their professional profile should be diverse and linked to the specific needs of ACM areas such as: event organizer, organizational development expert, financial management expert, legal aid specialist, psychological support expert, expert implementing studies and/or research, public policy monitoring expert, advocacy expert, digital security expert, translator and/or interpreter, media and communication expert, advertisement expert, visibility/communication material designer, website developer, designer of digital and social media tools, etc.
