About the assignment:

GDSI Limited seeks to appoint three (3) Key Experts, complemented by a team of Non-Key Experts, to spearhead a project aimed at fortifying the PPP (Public-Private Partnership) contract management capabilities of Greek universities. Project Overview: The purpose of the project under the Framework Agreement to Support EIB Advisory Services (EIBAS) Activities Inside and Outside EU-27 is to provide PPP (Public-Private Partnership) contract management support to three Greek universities. The specific objectives of this assignment include providing horizontal support and capacity building to the Universities, identifying and describing the activities and processes to be undertaken by the Universities in order to manage their PPP contracts efficiently and effectively, and identifying the relevant entities within the Universities’ administration best suited to take on the responsibilities of managing the PPP contracts. The project aims to assist the Universities in the process of procuring PPP contracts for student accommodation and other campus facilities.

Key Activities:

  • Develop processes and structures for efficient PPP contract management in alignment with university governance.
  • Conduct analyses of agreements with public stakeholders impacting PPP contracts.
  • Allocate PPP management responsibilities within university administration.
  • Identify and address gaps in expertise, resources, and governance for PPP administration.
  • Establish Key Performance Indicators (KPIs) and benchmarking for contract management.
  • Formulate pre- and post-signature action plans for effective PPP contract oversight.
  • Create guidance for managing the availability of payment-based PPPs in Greece, focusing on procurement strategies and reporting.

Positions Available and required qualifications:

  1. Team Leader (Category I)
  • Bachelor’s Degree in Economics, Finance, or related field.
  • Over 15 years of experience in PPP project management or consulting.
  • At least 5 years of experience in social infrastructure PPP projects, with a focus on university student accommodation projects.
  • Involvement in at least 2 relevant projects showcasing specific knowledge and experience in the sub-sector.
  • Proficient in English (CEFR C1); knowledge of Greek is an asset.
  1. PPP Adviser (Category II)
  • Bachelor’s Degree in Economics, Finance, Engineering, Law, or related field.
  • Minimum of 10 years in PPP contract management.
  • At least 5 years of public sector advisory or delivery experience in social infrastructure PPP projects.
  • Experience with university student accommodation projects and management of existing PPP projects in Greece preferred.
  • Fluent in English (CEFR C1) and Greek (CEFR C1).
  1. Organisational Adviser (Category II)
  • Bachelor’s Degree in Economics, Finance, Engineering, Social Sciences, or a similar field.
  • At least 10 years of experience in organisational consulting, with a minimum of 5 years advising Higher Education institutions.
  • Experience with PPP projects is beneficial.
  • Proficient in English (CEFR C1) and Greek (CEFR C1).
  1. Supporting Team: Pool of Non-Key Experts
  • Experts in report drafting and editing with experience in creating high-quality, readable, and user-friendly guidance and presentation materials.

General Requirements for All Positions:

– Demonstrated professional experience relevant to the role.

– Specific professional experience in PPP projects, especially those related to social infrastructure and educational facilities.

– Language proficiency in English is mandatory; unless otherwise indicated under post qualifications, Greek language skills are highly desirable to facilitate local engagement and project implementation.
