Overall objective and purpose

1. Overall objective:
2. The purposes of this contract are as follow:

Required experts

1. Key expert 1: Team Leader (minimum input 330 working days)

  • Master degree in the fields of communication or journalism, or in its absence, a minimum of 5 years’ experience in the field of communication, journalism or marketing additional to the general professional experience required below;
  • Excellent spoken and written English (at least level 2 on a scale of 1 <excellent> to 5 <basic>);
  • Working knowledge of Azerbaijani, Turkish or Russian would be an advantage.
  • At least 660 working days as a team leader/component leader coordinating communications and/or strategic communication and/or opinion polls in the last 8 years;
  • Experience in EaP countries would be an advantage;
  • At least 660 working days of experience in the field of communications for international and/or national actors (embassies, international organisations, international companies, national authorities) in the last 8 years;
  • At least five public events organised with an audience of minimum 2000 people such as exhibitions, fairs, national days.
  • Experience in conducting at least 2 surveys or opinion polls would be an advantage.

2. Key expert 2: Strategic Communication Lead (minimum input 260 working days)

  • Master degree in the fields of communication or journalism, or in its absence, a minimum of 5 years’ experience additional to the general professional experience in communication, journalism, public relations or marketing;
  • Excellent spoken and written English (at least level 2 on a scale of 1 <excellent> to 5 <basic>);
  • Working knowledge of Azerbaijani, Turkish or Russian would be an advantage.
  • At least 660 working days of professional experience in the field of strategic communication and/ or campaigning in the past 8 years;
  • Experience in planning and implementing at least 2 Public Relations campaigns (national/international scale);
  • Experience in the field of strategic communication and/or campaigning in EaP countries would be an advantage.
  • At least 660 working days of professional experience developing and implementing large-scale, multichannel communication strategies for international and national actors (embassies, international organisations, international companies, national authorities) in the past 8 years;
  • At least 100 working days experience in drafting and editing publications, articles, advertisements, social media campaigns, leaflets, brochures, information sheets, promotional and presentational material or success stories etc.;
  • At least 100 working days experience of working in the field of broadcasting TV and/or radio programs.
