Media Monitoring Services for the European Union Delegation to the Russian Federation

GDSI is looking for (i) a Team Leader specialising in media monitoring/press clipping issues to manage the tender entitled: “Media Monitoring Services for the European Union Delegation to the Russian Federation” (EEAS/DELRUSM/2022/RP/0169) and (ii) Media Monitors – 3 experts.
Team Leader will have the overall responsibility for the smooth implementation of the project and the delivery of the media monitoring/press clipping services; overall coordination of the media monitoring/press clipping team as well as the quality and language check (proof-reading, factual accuracy, unbiased approach) of the reports before sending to the Contracting Authority, as well as administrative and logistical aspects of the project.
He/she should have the following qualifications:
- University degree in management or business, social or political studies, journalism, international relations, public relations, or related fields;
- At least 5 years of management experience;
- At least 3 years of experience in politics, media and international relations;
- Proficiency in spoken and written English and Russian
Media monitor (N1), Media monitor (N2), shall be responsible for monitoring, summarising and reporting on specific TV/radio programmes as shall be defined in Part II Technical Specifications.
He/she should have the following qualifications:
- University degree in journalism, social or political studies, public relations, or relevant fields;
- At least 3 years of full-time experience in both traditional media and social media monitoring;
- Proficiency in spoken and written English (C1) and Russian (C1).
Media monitor (N3) shall be responsible for monitoring, summarising and reporting on social media publications as shall be defined in Part II Technical Specifications.
He/she should have the following qualifications:
- University degree in journalism, social or political studies, public relations, or relevant fields;
- At least 3 years of full-time experience in both traditional media and social media monitoring;
- Knowledge of main programs which are used to monitor accounts on social media (eg. Youscan, Popsters, LiveDune, TG Stat, Brandwatch or Nexis Newsdesk)
- Proficiency in spoken and written English (C1) and native Russian speaker.
Supporting document(s)/evidence requested:
- Curriculum Vitae (CV) of the key experts (Team leader and three media monitors). Each CV shall indicate the educational qualifications as well as the professional experience. For each person the intended function in the contract shall be indicated. Please find the CV format at: https://europass.cedefop.europa.eu/
- A copy of the University diploma and at least one reference letter for each key expert.
- 3 examples of similar media monitoring reports prepared during 2022-2023 by each of the three media monitors (1 report per each media monitor). These samples (reports) must meet the following criteria:
- It should be clearly indicated, which programs/ media outlets were monitored (with the exact title and the link to this program);
- It should contain the name of the presenter and to whom the specific statement is attributed;
3. It should cover the monitored program with a duration of minimum 45 min;
4. It should be minimum 1 page Times New Roman font, size 12;
5. Attention should be paid to the accuracy to the facts and details, ability to accentuate the main points of the report, proficiency of presentation, as well as language, stylistics, taste, approach, etc.
6. The report should treat controversial subjects with due accuracy, impartiality and with no factual mistakes;
7. The report should not include anything which could offend good taste or decency, or is likely to encourage crime, or incite hatred or racism, or contain insulting statement. The contractor should indicate in footnotes or brackets if the insulting remarks were made.
