Overall objective and purpose

The Public Debt Management Agency (PDMA) of Ministry of Finance (MOF) plans to establish a web-based, digitally enhanced retail domestic debt securities program, connected to the Baku stock exchange, to improve cash and liquidity management, diversify the channels of domestic resource mobilization from large banks, which currently dominate the debt securities market, reduce transaction costs, and scale up potential retail investors. 

The Azerbaijan Deposit Insurance Fund (ADIF) wants to establish its own IT-based central deposit registry, synchronized with the database of the Central Bank of Azerbaijan, to strengthen banking sector risk management. 

Required team composition

Scope of Work:

The international Public Debt (Retail Debt Securities) Management Specialist will support to develop a web-based, digitally enhanced retail debt securities program, fully enhanced to allow a tradability option (i.e., connection to trading in the Baku stock-exchange) and access through mobile-devices to maximize financial inclusion.

Detailed Tasks and/or Expected Output:

The responsibilities include, though not limited to, the
following activities:
(i) Understand the overall environment enabling retail debt security market, assess best market instruments.
(ii) Assess Information Technology (IT) requirements of these systems and institutional innovations.
(iii) Assess and identify legal and regulatory gaps that need to be closed.
(iv) Assess trade-offs between piloting customized solutions, implementing off-theshelf packages that specialized vendors make available with limited customization,
or seek institutional agreements and partnerships (twinning) with cross-border institutions.
(v) Design process flow and system requirements into draft Request for Proposals (RFPs) in consultation with international IT specialist.

Minimum Qualification Requirements: International Public Debt (Retail Debt Securities) Management Specialist will have an advanced academic background in finance, economics, public policy or related field and more than 10 years of international experience in related field. Country and regional experience, and knowledge of Russian and/or Azeri are strongly preferred.

Scope of Work: Deposit Insurance Specialist will help Azerbaijan Deposit Insurance Fund design their own database of depositors in the system for better pricing and technical reserves risk management. This will either require a link to the depositors’ database at the Central Bank of Azerbaijan, or an enhanced synchronization with the central bank’s own database. This will also require IT solutions to collect, record and analyze the depositor’s data.
Detailed Tasks and/or Expected Output: The responsibilities include, though not limited to, the following activities:
(i) Understand and assess the deposit insurance scheme and identify legal and regulatory gaps that need to be closed.
(ii) Design the database (deposit registry) requirements and recommend on its integration to the existing systems at the Central Bank
(iii) Assess IT requirements of these systems and institutional innovations.
(iv) Assess trade-offs between piloting customized solutions, implementing off-theshelf packages that specialized vendors make available with limited customization, or seek institutional agreements and partnerships (twinning) with cross-border institutions.
(v) Design process flow and system requirements into draft RFPs in consultation with international IT specialist.

(iii) Assess trade-offs between piloting customized solutions, implementing off-theshelf packages that specialized vendors make available with limited customization, or seek institutional agreements and partnerships (twinning) with cross-border institutions.
(iv) Design system requirements and prepare technical proposal in consultation with international public debt (retail debt securities) management specialist.
(v) Supervise the procurement and installation of necessary software and hardware equipment.
Minimum Qualification Requirements: The International IT database specialist will have an advanced academic background in computer science and information technologies and more than 7 years of international experience in related field. Country and regional experience, and knowledge of Russian and/or Azeri are strongly preferred.
