Required experts:
Key Expert 1: Team Leader (440 working days)
Qualifications and skills
Preferably master degree in law, public administration, economy, political science, social sciences or related fields, but as a minimum bachelor degree in one of these fields is required
General professional experience
At least 10 years of work experience in the field of human resource management in public sector
Specific professional experience
At least 3 years of work experience in positions with team management responsibilities or team leader positions
Experience as key expert in at least 2 technical assistance projects in one of the following topics: public administration reform, capacity building, human resource management, implemented in public sector in the EU candidate countries and/or potential candidate countries

Key expert 2: legislative drafting and development procedures (440 working days)
Qualifications and skills
Preferably master degree in law, public administration, economy, political science, social sciences or related fields, but as a minimum bachelor degree in one of these fields is required
General professional experience
At least 10 years of work experience in one of the following fields: public administration/public sector, human resource management, legislative drafting
Specific professional experience
At least 5 years of work experience in providing technical assistance in civil service/public sector, in one of the following areas: recruitment, human resource planning, human resource organisation, career development, training and development of personnel and other related areas
At least 2 years working in the human resource management systems in administrations of EU Member States and/or EU candidate countries

Key expert 3: Capacity building and training (minimum 400 working days)
Qualifications and skills
Preferably master degree in law, public administration, economy, political science, social sciences or related fields, but as a minimum bachelor degree in one of these fields is required
General professional experience
At least 10 years of work experience in education or design and delivery of training in one of the following fields: public administration/public sector, human resources management
Specific professional experience
Experience in at least 2 projects related to delivery of human resource management trainings, mentoring support and/or capacity building of civil servants
Experience in development of methodology and transfer of knowledge (including training needs assessment, preparation of handbooks and other training materials, training of trainers, etc.)
