Required experts:

Team Leader/Project manager.
responsible for overall management and coordination of the implementation of the Assignment.
Qualifications and Professional Experience:

  •  University degree, law degree, academic degree
  •  Minimum 10 years of international professional work experience in senior positions in the area of justice, the rule of law and/or the independence of judges
  •  At least 5 years in leading and successfully implementing public sector similar projects
  •  Knowledge of English is mandatory
  •  Knowledge of Russian is mandatory

Expert in the Evaluation of the Professional Activities of the Judiciary.
Qualifications and Professional Experience:

  • Law degree, academic degree is an advantage
  • Minimum 7 years of professional work experience in the judicial system, including not less than 5 years of experience in evaluation of the professional activities of the judiciary
  • Knowledge of English is mandatory
  • Knowledge of Russian is preferable

Expert in Administering of Disciplinary Processes with Regard to Judges and Dealing with Complaints about Judges’ Actions.
Qualifications and Professional Experience

  • Law degree, academic degree is an advantage
  • Minimum 7 years of professional work experience in the judicial system including not less than 5 years of experience in organizing and holding disciplinary processes with regard to judges
  • Knowledge of English is mandatory
  • Knowledge of Russian is mandatory

Expert in Independence of Judges.
Qualifications and Professional Experience

  • Law degree, academic degree
  • Minimum 5 years of professional work experience in the judicial system and conducting of academic research in the area of independence of judges
  • Knowledge of Russian is mandatory
  • Knowledge of English is preferable

Required experts:
Team Leader 24 Staff Months
  • Higher education in area of economics, management and/or public administration, and DBA/MBA degree (preferably)
  • 15 years of relevant working experience
  • Experience in supporting the establishment of an office/department in the area of SME development and/or FDI promotion host organization. Experience in setting up SDS is an advantage
  • Proven management experience in the delivery of SDP project
  • Work experience/knowledge in area of business planning, or improvement of capacity of private sector/entrepreneurship, or marketing and communication
  • Experience (at least 7 years) in working with agencies or state bodies for the support to SMEs competitiveness and export promotion
  • Familiar with the model of business excellence of the European Foundation for Quality Management (EFQM)
  • Experience in providing and organizing EFQM, preferably FMEA or/and 5S or/and Six Sigma or/and ISO trainings
  • Excellent organizational, coordination, presentation, HR management, and report drafting skills
  • Fluent English is a must, and good knowledge of Russian language is an advantage


2 International Experts 20 staff months
  • With a background in economics, management and/or public administration and experience in preparation of business plans and/or operation manuals, execution of business reviews 
  • Experience in implementation of at least one SDP in a developing country
  • Work experience in the OECD and/ or Kazakhstan 

1 International Expert 20 staff months
  • With a background in human resource management
  • With experience in search, selection and recruitment of staff for public bodies, capacity building and training of skills at private and public agencies
  • With proven experience in the OECD countries 

3 International Experts 20 staff months (each)
  • With a background in economics, marketing or statistics
  • With experience in conducting marketing or sectoral research, development of marketing strategies, development and execution of research methodologies, SMEs marketing and promotion
  • Preferably with experience in the OECD or CIS countries

All the Key Experts should have excellent project coordination, presentation and communication skills, be fluent in oral and written English, good knowledge of Russian language is an advantage.

The base location of the project will be Astana, with the technical assistance team travelling extensively throughout Kazakhstan. Expected relevant experience for international experts is at least 8 years
