The global objective of the assignment was to assist the Ministry of Industry and trade in acceding to the World Trade Organisation and strengthening long term strategic thinking on trade policies and mainstreaming of trade policies in the Yemeni environment. Yemen's trade is overall, regionally-focused, and therefore the consequences for future regional integration should be considered even in a multilateral negotiation with most members located outside the Gulf. Where possible the project approach was to shadow developments in the GCC/customs union.

Ministry of Industry and Trade received advice on issues related to WTO accession, trade integration in regional and global set-ups, and trade policy issues of relevance to Yemen. The STC would encourage the WTO-CCO to involve stakeholders from across the government, at all stages of WTO accession negotiations, so that ownership of the commitments and the opportunities would be felt by them. Finally, the STC would advise on immediate steps which should follow WTO-accession.

The specific objective was two-fold: -
1) To strengthen capacities within the Ministry of Industry and Trade in relation to long-term strategic thinking on trade policies and mainstreaming of trade policies.
2) Support the Ministry of Industry and Trade in management of the Programme Estimate ti run various activities in relation to the Accession Process as per the identified priorities and requirements.

The project aimed at achieving the following results:

2. Enhanced access to information by European enterprises, especially small and medium-sized enterprises (SMEs), on business requirements in South Africa
3. Improved coordination between EU bilateral chambers of commerce, business associations and EU embassies.

The overall objective of the Poverty Reduction Budget Support Programme, Phase II (PRBSII) under which this assignment was performed was to contribute to the implementation of Lesotho's national development agenda as embodied in the Vision 2020, which states that by the year 2020 "Lesotho shall be a stable democracy, a united and prosperous nation at peace with itself and its neighbours. It shall have a healthy and well developed human resource base, a strong economy, a well managed environment and an established technological base".

In particular the objective of this assignment was to support the review of the Public Sector Investment Programme (PSIP) and its integration with the National Strategic Development Plan (NSDP) to ensure the finalisation of NSDP 2012/13 – 2016/17. The NSDP and the PSIP jointly underlay the allocation of available resources in accordance with specified government priorities to bring economic development onto a stable sustainable growth path.

Tasks included:
• Assisting government in the review, updating and finalisation of the PSIP and to ensure its integration with the NSDP
• As required, and with emphasis on capacity building of government officials, undertaking scenario analysis, inclusive of updating data and finalising on the basis of the agreed capital expenditure profile
• Finalising institutional arrangements chapter for the NSDP and PSIP and reviewing other chapters in consultation with stakeholders to align input to the agreed format and finalise outstanding inputs
• Establishing necessary databases, creating links between PSIP, Medium Term Expenditure framework and other important databases
• Preparing a manual for the preparation and updating of a PSIP that could be integrated into the planning officers manual.

It aims to establish a sustainable framework of co-operation between communities, private and public sectors in the focal area of the Wild Coast. It ultimately aims at drawing the guidelines for a national programme". The primary focus of the Final Review was on the success of the Programme in generating sustainable jobs and incomes in the Programme area.

The overall objective of the programme was to undertake a critical review of capacity building and competency frameworks in the area of Internal Audit, in support of the implementation of the Capacity Development Strategy, thereby contributing to the development and enhancement of Internal Audit capacity in the whole of government.
The specific purpose of the project was to support the implementation of the Capacity Development Strategy for Public Financial Management in this field. The Capacity Development Strategy seeks to promote public sector internal audit capacity within government.

The assignment focused on three main areas of intervention:
• Review and update the Internal Audit Competence Framework in line with the International Standards for the Professional Practice of Internal Auditing (2013) from the Institute of Internal Auditors;
• Review the Public Sector Internal Audit Framework and provide recommendations for improvement;
• Review and strengthen the Public Sector Content of the Internal Audit Technician (IAT) and General Internal Auditor (GIA) learning program and curriculum for the National, Provincial and Local Government spheres.

The specific objectives of this assignment are:
• Conducting an interim staffing and management review in the accounting service
- Provision of specific recommendations for immediate changes to help management take appropriate actions to augment staffing, redefine responsibilities and reporting relationships in areas where they are needed and strengthen segregation of duties and controls
• Developing and implementing a revised guidance and procedures to address financial control weaknesses
- Review and follow up on the recommendations made from the Business Process Review (BPR) recently completed by the AGD and determine whether the Government has implemented them or not
- Development of an action plan on the recommendations which have not been implemented
- Revalidation of the weaknesses and development of new procedures
• Providing technical assistance and advice to strengthen and operationalize the commitment control module in IFMIS to ensure that Treasury funding system is properly linked with commitments from line ministries and departments
- Review and identification of any remaining weaknesses specifically in terms of commitment control module and enhancement of its daily operations
- Development of system changes and provide guidance on how to strengthen related procedures and practices
- Implementation an effective commitment control process, along with ministries, departments and agencies (MDAs), in order to ensure that all expenditure is within approved limits and is used for the intended purposes
• Designing and implementing verification monitoring reports alongside designated senior Government officers
- To support the AG team in carrying out period closing monitoring reports (daily, monthly and yearly). Monitoring reports include cheques, commitments, GL, payments, receipts and cash management.
- To ensure that all the monitoring reports are generated and used for monitoring purposes
- To highlight any exceptions and risk areas to the relevant authorities, document them in their reports and work closely with the oversight team to mitigate the risks.

This Mid-Term Evaluation assessed the aims, design, relevance, efficiency, effectiveness and potential impact of the activities undertaken so far under the programme and made appropriate recommendation, including suggestions on how to strengthen the overall management of the integration process and how the programme's resources can best be used during the remainder of the programme period.
