The overall objectives of the project was to strengthen the design and management of human resource development programmes taking into account the needs of the labour market in Kaliningrad oblast so as to achieve sustainable economic development of the region. The purpose of the project was:

To improve the capacity of regional decision makers and practitioners to design and manage labour resource development programmes in the region through technical assistance and policy advice

To improve the performance, effectiveness and labour market relevance of the regional education and training system by developing adequate career guidance and counselling practices

To develop a continuous training system which took into account labour market requirements through promotion of human resources development in enterprises and increasing interaction between companies, training providers and regional authorities.

The pre-feasibility study on the possible creation and support of a College of the Black Sea has a general objective to provide decision-makers in the European Commission with sufficient information to allow them to assess the desirability (or not) of moving ahead and propose such a project. The study focussed on all Black Sea countries (Moldova, Ukraine, Russia, Georgia, Armenia, Azerbaijan, and Turkey).

The pre-feasibility study provided information about, and justification of, the preferred option to pursue this activity. It evaluated the support that would be received from stakeholders, in particular EU member States and Black Sea partner countries. It assessed the possible fields of activities of the College, and ways of recruiting both faculty members and students. It looked at options for the location of the College. Finally, it examined options for funding, both during the initial phase and after, paying special attention to the issue of sustainability.
