The global objective of the assignment was to assist the Ministry of Industry and trade in acceding to the World Trade Organisation and strengthening long term strategic thinking on trade policies and mainstreaming of trade policies in the Yemeni environment. Yemen's trade is overall, regionally-focused, and therefore the consequences for future regional integration should be considered even in a multilateral negotiation with most members located outside the Gulf. Where possible the project approach was to shadow developments in the GCC/customs union.

Ministry of Industry and Trade received advice on issues related to WTO accession, trade integration in regional and global set-ups, and trade policy issues of relevance to Yemen. The STC would encourage the WTO-CCO to involve stakeholders from across the government, at all stages of WTO accession negotiations, so that ownership of the commitments and the opportunities would be felt by them. Finally, the STC would advise on immediate steps which should follow WTO-accession.

The specific objective was two-fold: -
1) To strengthen capacities within the Ministry of Industry and Trade in relation to long-term strategic thinking on trade policies and mainstreaming of trade policies.
2) Support the Ministry of Industry and Trade in management of the Programme Estimate ti run various activities in relation to the Accession Process as per the identified priorities and requirements.

The overall objective of the Poverty Reduction Budget Support Programme, Phase II (PRBSII) under which this assignment was performed was to contribute to the implementation of Lesotho's national development agenda as embodied in the Vision 2020, which states that by the year 2020 "Lesotho shall be a stable democracy, a united and prosperous nation at peace with itself and its neighbours. It shall have a healthy and well developed human resource base, a strong economy, a well managed environment and an established technological base".

In particular the objective of this assignment was to support the review of the Public Sector Investment Programme (PSIP) and its integration with the National Strategic Development Plan (NSDP) to ensure the finalisation of NSDP 2012/13 – 2016/17. The NSDP and the PSIP jointly underlay the allocation of available resources in accordance with specified government priorities to bring economic development onto a stable sustainable growth path.

Tasks included:
• Assisting government in the review, updating and finalisation of the PSIP and to ensure its integration with the NSDP
• As required, and with emphasis on capacity building of government officials, undertaking scenario analysis, inclusive of updating data and finalising on the basis of the agreed capital expenditure profile
• Finalising institutional arrangements chapter for the NSDP and PSIP and reviewing other chapters in consultation with stakeholders to align input to the agreed format and finalise outstanding inputs
• Establishing necessary databases, creating links between PSIP, Medium Term Expenditure framework and other important databases
• Preparing a manual for the preparation and updating of a PSIP that could be integrated into the planning officers manual.

The overall objective of the project was to conduct an independent, final evaluation of the EASCAB project with a view to provide an overall assessment for the achievements as compared with the Financing Agreement as well as draw wider lessons for future operations.

The specific objectives were to:
1. Assess the relevance, efficiency, effectiveness, impacts and sustainability of the EASCAB. The main emphasis of the assignment being effectiveness and sustainability.

• A desk review of the project literature. Submission of an inception report. Elaboration on the evaluation questions above. Identify indicators used for the assessment of each of the evaluation questions as well as indicate the methodology for how to measure these indicators.

Phase II – Field Work
• Carried out a field survey using the methodology to assess the selected components:
• Discuss with representatives if ASEAN secretariat and ASEAN member states. Assess the results achieved with the project, commitment level, impact on their capabilities and obtain indication if project sustainability.
• Undertake visits in ASEAN Member States to meet with participants in training activities.
• Gather information with regard to compliance of national systems to implement the regional statistical system
• Assess statistical outputs produced by the project.

The overall objective of the project was to promote the diversification of the tourism industry in the Autonomous Republic of Crimea and Sevastopol and create a more balanced and attractive tourism product with a view to facilitate the further development of the region.

The specific objectives were to:
1. Develop the capacity of public and private sector tourism bodies and cross-sectoral target groups to promote the development and management of a diversified, attractive, balanced and responsible tourism industry in Crimea
• Build the capacity of the Ministry of Resorts and Tourism with respect to planning and implementation of strategic plans, and territorial re-organisation
• Review and upgrade the section Reforming health resort sector of the economy of the ARC of the Strategy of social and economic development of ARC in 2010-2020 and develop mechanism for its effective implementation
• Review of legislation and taxation governing the tourism industry and recommendations for improvements
• Assist the MoRT in the formulation and implementation of a comprehensive 5-year tourism marketing strategy and plan
• Preparation of tender dossiers in accordance with PRAG rules for procurement of supplies in support of the tourism sector in Crimea (including IT equipment, training equipment and signage). The total value of the supplies budget was €1.5 million.
• Assist the development of an efficient system for the collection, analysis, application and dissemination of tourism sector data and statistics to be used for market research and promotion activities
