As the momentum gathered to radically alter the form and functioning of the Common Agricultural Policy (CAP), the Parliamentary Committee for Agriculture and Rural Development launched its own investigation into the impact of the various alternatives to the existing policy. An international team of experts was engaged to review the existing policy and to analyse the impact and consequences of various alternatives. These hypothetical alternatives were applied to a number of regional cases.

Description:

GDSI acted as independent advisors to the Irish INTERREG Monitoring and Review Committee. The consultants were engaged to assist in the preparation of Committee's inputs to national programming processes. In particular, the consultants advised the Committee on strategic priority issues at the end of the first INTERREG programming period.

Description:

Preparation of three "small area" Local Development Plans under the European Community LEADER programme for three Local Authorities: Galway, Mayo and Roscommon. This consisted of carrying out SWOT analyses and proposing policy initiatives to ameliorate the difficulties and to exploit local opportunities. All were granted funding under the first tranch of LEADER funding.

Description:

An evaluation of Agricultural Policy in the North and South of Ireland with particular reference to the European Community Common Agricultural Policy, the limitations of two national agricultural policies on the Island of Ireland. Conflicts emerged due to the following: the primary focus on policy within the Irish Republic was on the producer whereas in the UK the primary focus was on the consumer- differing currencies in the two areas and fluctuating exchange rates had a negative impact on inter-area trade in agricultural products. The consultants provided proposals for the improvement of the Agricultural Policy.

Ex-ante Evaluation of the Sectoral Operational Programme "Administrative Capacity" within the Bulgarian National Development Plan 2007-2013

The overall objective of the project was to assess the impact of the proposed interventions within the Operational Programme (OP) "Administrative capacity" of the Bulgarian National Development Plan (NDP), to optimise the allocation of budgetary resources under priorities and to improve the overall quality of the OPs and the NDP. Specific objectives included:

  1. The OPs overall consistency (between analysis, SWOT, strategy and priority development) and coordination with other OPs as well as coherence with the Community strategic guidelines and the chosen national and regional priorities

  2. Optimisation of the allocation of budgetary resources under the priorities taking into account the reform of EU Cohesion Policy for the next programming period

  3. Improvement of the overall quality of the OP

  4. Assessment of the impact of the proposed interventions within the OP

  5. Improve the overall quality of the OP "Administrative capacity" as well as contribute to establishing solid grounds for the implementation of the structural Funds in Bulgaria in the programming period 2007-2013

 


Project Title: PPF for Infrastructure Projects and Training to Local Authorities and RDAs

Description:

The overall objective of this project was to strengthen the capacity of the Ministry of Development, Public Works and Housing and of the 8 Regional Development Agencies, as the institutions involved in the management and implementation of the Regional Operational Programme, to discharge of their respective obligations as Managing Authority/ Intermediate Bodies effectively and efficiently. The project had the following components:

  1. Development of 8 "Growth points" and elaboration of Integrated Development (Action) Plans for these areas;

  2. Development of institutional capacity to develop and implement plans for socio-economic development at regional/local level;

  3. Support to project generation, transparent appraisal, budgeting and implementation with a focus on projects for regional development;

  4. Provision of independent evaluators used by the Managing Authority for ROP for the technical and financial assessment of projects This involved the development of comprehensive monitoring and evaluation guidelines for evaluating the projects proposed and implemented with EU finances;

  5. Provision of technical experts to support the Implementing Agencies in their procurement procedures and to strengthen the Help Desks capacity within each implementing body;

  6. Support for the MDPWH Managing Authority for ROP in assessing observance of the horizontal issues in the project applications submitted for financing under the ROP.


Project Title: Preparation of ROPs in the Czech Republic for NW Bohemia, South Bohemia and Ostrava

The project aimed to support the Ministry of Regional Development in preparation of Regional Operational Programmes (ROPs) for NW Bohemia, South Bohemia and Ostrava within the context of a National Regional Development Planning framework. The scope of the project included:

  2. preparation of measures, actions and proposals for financial arrangements (quantification on objectives, development of cost benchmarks, etc);

Project Title: The Regional Impact of CAP

Description:

An analysis was carried out on the costs and benefits of the CAP, the gainers and losers and, in particular, the sharing of benefits between regions. Case studies were carried out for each Member State (The Irish case was carried out by GDSI). It was concluded that many of the stated objectives of CAP were not only not being achieved but were in fact having quite the opposite effect. Changes in CAP were proposed and, in particular, that regional objectives could best be achieved by more integrated and multi-sectoral policies.
