About the Assignment:
Join an impactful mission aimed at fostering more effective, efficient, and visible EU-Bolivia partnerships for green and inclusive growth. This technical assistance service provides a unique opportunity to contribute to meaningful change, supporting Bolivia’s journey towards a low-carbon, resource-efficient, and climate-resilient economy. Your expertise will help enhance synergies, improve policy dialogues, and strengthen strategic communication and public diplomacy within the EU-Bolivia cooperation framework.

Project Description:
This assignment will place you at the heart of the EU-Bolivia partnership, focusing on the Multiannual Indicative Programme (MIP) 2021-2027 and the Team Europe Initiatives (TEIs). You will have the chance to shape sustainable landscapes, green energy, and circular economy strategies in Bolivia, driving progress toward the EU’s global connectivity and sustainability goals. Your contributions will support the enhancement of governance, human rights, and sector dialogues, amplifying the impact of EU international cooperation actions and policies.

Expert Profiles:

Key Expert 1: Team Leader – International Cooperation Expert

  • A Master’s or Bachelor’s degree in Public Administration, Sociology, Environmental Science, Development Studies, Anthropology, Law, or Business Administration, combined with significant experience in development cooperation. (minimum requirement)
  • A minimum of 10 years of professional experience in development cooperation, which should include direct participation in the planning, implementation, and evaluation of projects focused on sustainable development, community empowerment, policy advocacy, or capacity building. Within these 10 years, at least 5 years should be in leadership positions, where the candidate has demonstrated experience in managing teams, overseeing significant project scopes, and holding substantial decision-making authority.
  • Verifiable experience working in low- to middle-income or least developed countries, with a distinct preference for individuals who have professional experience in Bolivia or elsewhere in South America. Familiarity with the Latin American cultural and socio-political landscape, particularly in Bolivia or its neighboring countries, is highly valued.
  • Expertise that is closely aligned with the goals of the EU-Bolivia partnership, including efforts to foster sustainable development, improve governance, and stimulate economic growth, particularly within Bolivia or comparable environments. A deep understanding of EU development policies and the strategic approaches of the Bolivian government is essential.
  • Proficiency in Spanish and English.
  • A proven track record of effectively leading teams, overseeing budget allocations, and generating high-quality reports and terms of reference documents.
  • A well-documented history in utilizing research methods, particularly mixed methodologies (qualitative and quantitative) tailored to the evaluation of development programs, is highly advantageous. Candidates should highlight instances, such as publications, reports, or specific projects, where they have successfully employed these research techniques.

Non-key expert roles:

  • Senior and junior experts with experience in development studies, public finance management, impact evaluations, thematic expertise in trade, digitalization, environment/climate change, and more.
  • Experts in communication and visibility strategy design, including graphical and web design, multimedia content production, and editing.
  • Professionals with expertise in capacity building, governmental institution support, and various thematic areas relevant to EU-Bolivia cooperation.
