The overall objective of the project was to strengthen the administrative capacity of the Kaliningrad oblast, contributing to improving the conditions for business development, and to foster competitiveness and the socio-economic development of the region. The purposes of this project were:

  1. to assist the implementation of the municipal reform and the restructuring of the regional and local finance and budget systems;

  2. to put in place conditions for increased investment and enhanced competitiveness of the region, including development of clustering, R&D capabilities and PPP arrangements;

  3. to develop and implement Information and Communication Technologies and information systems at different levels of the Regional Government, as means to promote electronic governance (E-Government- G2G, G2C, G2B), improve information flows, increase efficiency, reduce administrative costs, etc.


Project Title:

Crimean Tourism Diversification and Support Project (CTDSP), Ukraine

Description:

The overall objective of the project was to promote the diversification of the tourism industry in the Autonomous Republic of Crimea and Sevastopol and create a more balanced and attractive tourism product with a view to facilitate the further development of the region.

The specific objectives were to:
1. Develop the capacity of public and private sector tourism bodies and cross-sectoral target groups to promote the development and management of a diversified, attractive, balanced and responsible tourism industry in Crimea
• Build the capacity of the Ministry of Resorts and Tourism with respect to planning and implementation of strategic plans, and territorial re-organisation
• Review and upgrade the section Reforming health resort sector of the economy of the ARC of the Strategy of social and economic development of ARC in 2010-2020 and develop mechanism for its effective implementation
• Review of legislation and taxation governing the tourism industry and recommendations for improvements
• Assist the MoRT in the formulation and implementation of a comprehensive 5-year tourism marketing strategy and plan
• Preparation of tender dossiers in accordance with PRAG rules for procurement of supplies in support of the tourism sector in Crimea (including IT equipment, training equipment and signage). The total value of the supplies budget was €1.5 million.
• Assist the development of an efficient system for the collection, analysis, application and dissemination of tourism sector data and statistics to be used for market research and promotion activities
• Establishment of a comprehensive web-based resource database providing information on tourism in Crimea
• Strengthen the ability of local authorities to implement tourism development programmes, formulate integrated tourism development plans and review existing programmes
• Provision of assistance to the private sector by supporting the development of representative associations
• Promoting cross-sectoral linkages and collaboration between relevant sectors and tourism players by facilitating dialogue, joint trainings, development of joint initiatives including investment projects.
2. Improve the quality and standards of management and services at tourism destinations to an international level
• Establishment of a Tourism Training Development and Coordination Centre (TTDCC) to act as one stop-shop for all local and international training institutions, including assistance in the development of its operations and certification of training courses for tourism industry, including training for SMEs
• Assistance in organisation of new specialised tourism training courses and in upgrading and improving existing courses, including development of online training courses and strategy for the use of eLearning in tourism education.
• Support in the development of standards for new professions within the tourism industry and their incorporation in the national job classification structure
3. Diversify the tourism product in Crimea and raise standards to internationally accepted levels in order to widen the choice for visitors and enhance their experience, especially in rural areas
• Assistance in the development and enforcement of a new grading and classification system based on international standards for small hotel operators
• Carry out feasibility study for a "small grants facility" to promote and support the development of new SME resort and tourism products
• Develop a code of best practice in responsible tourism
4. Development of pilot integrated tourism product packages, including assistance in development of cooperative partnerships between public and private sector, assistance in branding, marketing and promotional campaigns


Project Title: Support to Regional Economic Development in Azerbaijan

Description:

 

The Overall objective of the project was to foster poverty reduction and promote a more balanced economic growth and regional and local development of the regions in Azerbaijan through the expansion of the non-oil sector and support to the implementation of the "State Programme on the Socio-Economic Development on the Regions of the Republic of Azerbaijan" (SPSEDR). Specific objectives included the following:

  1. Improve the institutional structure of the Regional development Secretariat and Regional offices of the Ministry of Economic Development Offices' and their capacity to implement Regional development programmes and promote regional economic development. This involved the assistance in training the regional authorities in formulation of development plans and their implementation, monitoring and evaluation.

  2. Prepare recommendations for enhancement of the legal framework, e.g. drafting legislation on better distribution of responsibilities between municipal and regional and national authorities, legal advice on WTO accession, policy advice on trade promotion and removal of barriers to trade and export.

  3. Assist the Secretariat and Regional MED offices in promoting Business Entrepreneurship and Agricultural initiatives development, through Business centres development, setting up funds for job creation and enterprise development and improvement of qualifications of local labour force.

  4. Assist AgrarCredit to improve banking standards increase its lending base and facilitate agriculture and rural development.


Project Title: MERIT II - Local Development in South Russia

Description:

The project's wider objective was to develop and implement a municipal and regional economic development strategy suited to the economic and social needs of Southern Russia. It was implemented in six pilot municipalities capable of contributing to the regional and local economic recovery of the area. Specific objectives included:

  1. To support the diversification and revitalisation of the local and regional economy

  2. To sustain and upgrade the capacity of the municipal administrations in the six pilot municipalities 

  3. To develop and introduce mechanisms of co-operation between municipalities, non-governmental organizations and local communities with regard to the development and implementation of municipal strategic development plans.

Pilot initiatives included:
